A Farmer First

Mr. Weir described his own entry into public life which occurred at ‘the last federal-election. Previous Ito the election campaign he had _ never even made a political speech. He had been interested chiefly in his farming activities. “Irl no sense

I am still, first and last, a farmer. ‘The only dif- ifercncc, since 1' have taken this ‘portfolio, is that from my own ifarm the boundaries have extend- ed to include the boundaries of this whole Dominion, and I have attacked, and shall continue to at- tack, my problems in the federal field ns though they. were the probioms of my farm."

The first thing Mr. Weir concen- tinted on as Minister of Agriculture was improvement, of livestock herds. Sires of proper quality have been distributed especially in soldier settlements, in order to as- sist in building up the best herds. Striking illustrations of the advant- age of intelligent breeding were given by the speaker in this con- ncctioll.

l-Ie particularly stressed the pos- sibilities of poultry raising on the farm. This industry yielded pos- sibly tho quickest returns and there was no livestock which re- spondcd so quickly to sanitation, and proper feeding.

The next problem tackled was of feeds for livestock. Previous to 1029-30 the mar- keting problem was simpler and there was no organization to cope with the new conditions which ;have arisen, Not only was the ‘machinery lacking, but there was no means of obtaining accurate in- fonrlation about marketing condi- tions. This problem necessitated a complete reorganization of our mar- keting system. lvir. As part of this pro- gramme briefs were received from the various provinces, and efforts, successful in most cases, were made to obtain preferences in other Em- Dlre markets in accord with the re- quirements set forth in these briefs. “We now have on record what the provinces wanted, and also the re- cord of what we have been able to achieve, and these records will al- ways be available for purposes of comparison," he said.

The Farmer's Case

Mr. Weir repudiated the suggest- ion, made in some quarters that while the manufacturers had their case thoroughly prepared for thc Imperial Conference, Agriculture, “as ilsltal," had been left to shift for itself. The people who make this statement, he plalned, are the same from whom he was unable to obtain the information he want- ed regarding the prices of product- ion and marketing of agricultural products. If we reduce the value of the dollar to fifty or sev- enty-five cents, we shall require to raise that much moremnoney to meet our United States commit- ments, and it is a question whether this burden would not more than compensate for any advantage in the English market. iSuch a policy would increase taxes ll Canada and it would place an added burden on industries which are already in rrent difficulties.
