The Court of Inquiry delivered judgment to-day concerning the explosion on the steamship ‘*Sardinian,” in Moville Harbor, on the 10th May, on her passage from Liverpool to Quebee and Montreal. The Court was of opmion that the explosion was caused by the accumulation of coal gas without means being allowed for its escape, and toa light being introduced when the ur was explosive. As no charge of neg- ligenee was brought by the Board of Trade, each party pays its own costs.

A Constantinople despatch says the dis- satisfaction there at the progress of affairs at the Congress is increasing.

A Berlin correspondent states that until three days ago the proposal for the occupa- tion of Bosnia and Herzegovania by Aus- trian troops was entirely disapproved by Congress, but a total change has occurred, and the Envoys are now resolved to em- power Austria to oceupy those Provinces.

The International Literary Congress ac- cepted as their basis for its discussions, the principle advocated by Victor Hugo, that a book once published becomes in fpart the property of the Society, and after the author’s death, his family cannot prevent its revision; but the author’s heirs should be intitled to from five to ten per cent. of the profits. In case there are no heirs, the profits should revert to the State, to be ap- plied to the encouragement of young writers.

The Indian is still at large, but a great number of officers are searching both Coun- ties for him.

if the editor of the Patriot, instead of writing so many dry, uninteresting leaders cn ‘Free Trade,” would try and reconcile the ut- terances of the Free Trade (?) Premier on the question with those of some of his followers, notably Joly and others, he might secure the attention of bis readers.. For the last month or six weeks his paper has been so insufferably dull that the advertisements have actually been the most interesting reading in it!

When his Daily first started, with the editor in Ottawa and his editorial correspondence drifting around the Straits in the Vorthern Lijht,it was a fairly readable paper; but, since the editor's return it has degenerated into a dreadfully prosy sheet, devoted apparently one-half to dry platitudes on ‘‘Free Trade” and the other halt to abuse of the Hon. J. C. Pope.

Wanted—A Readujstment !

To the Editor of the Examwmer.

Sir,—I am sure you will agree with me that the inhabitants of Prince Edward Island have every reason to congratulate themselves on being well governed—if the price they pay for their government be any criterion of its value. For the management ot the internal affairs of a population of about 100,000, we have an At- torney General at a salary of $1,600 per an- num. True it is that he contrived to spare time from the legal affairs of the Province to act on its behalf in the Fishery arrangement with the United States; and, if this were in- cluded in his official emoluments, we will ad- mit that for the past year it was well earned. But there are two little items in the Appro- priation Act for “ Crown Prosecutions” of $7,500 and $650 ! Then we have a Provincial Secretary and Treasurer (for home affairs only, of course) at $1,600. He, { suppose, does the ornamental part of the office, as he has an as- sistant Secretary and an assistant Treasurer to do the work in each office, and the latter, in his turn, is assisted by a clerk. I suppose all those officers must find some employment in managing the Island Revenue, though in many countries larger funds are managed with much fewer hands in proportion. The next official is the Commissioner of Public Works (who, by the bye, is the most efficient of the group) ; but the Public Works in the Island and under the Local Government being so extensive, he is assisted by a Secretary and Engineer. But, then, Mr. Editor, we have the dignity of being a Province, and we have almost the machinery of a Kingdom. We havea little Parliament, the members of which are so patriotic and indus- trious that they each expend (of course for the Province) $12 annually in stationery and post- age.
