India’s Congress Party Sees

NAGPUR, India (Reuters) Members of India’s ruling Con- gress party have concluded an annual conference stressing the need for socialist planning, wide- spread land reform and contin- ued “non - alignment”’ in foreign policy.

The session, which ended Sun- day night, was dominated by dis- cussion of long - term economic planning. The emphasis was on state enterprise and the establish- ment of a “socialist co - opera- tive commonwealth” in India.

Prime Minister Nehru and most of his followers maintained that the third five - year plan start- ing in 1961 should be bigger than its two predecessors.

The session decided to g0 ahead faster with land reforms. Party members adopted a reso- lution advocating radical agricul- tural reorganization.
