Nova Scorn—His Excellency the Lieut. Governor has dissolved the Provincial Legislature, and directed that the writs for the Representation of the country should be returnable on the I 1th January. A public meet- ing, chiefly of the Freeholders of the city and its suburbs, was held on the 30th ultimo, to “take into con- sideration suitable persons to repre- sent the county and township.”—-The meeting,however,seems to have been designed to affect the opposing party, .ss much with the view of feeling their strength at the forthcoming elections, , as to touch the chord in connexion with the great bugbear that has visit- ed the metropolis,Londonderry,Ons- low, and other parts of the province.

On Wednesday night, the usual qui- etude ofthe city was disturbed by a row at the corners of Alhermarle anti Duke streets, between a number of rowdies and a party of the Rifle Brigade. The casus belli, we understand, originated fromadisputo in the shop of a person named Connell, between a civilian and a soldier who was afterwards killed in the street: the civilians being much stronger than the troops, the latter were severely beaten: one of their party, as stated above, being killed by a blow from some heavy weapon.

On a reinforcement of soldiers coming up, the rowdies got their deserts, for they wore the marks of a well-fought hat- tle, at the police oflice yesterdav. Sticks and stones were the implements used, and although it did not last one twentieth part ofthe time that the college meeting at Onslow did, there was one poor fel- low killed, and the wounded it is impos- sible to enumerate. ‘ Some of the latter were engaged in the action; but their cu- riosity, like Mr. Joncs’s at Waterloo, carried them near enough to the combat- ants to receive a distinguishing mark.— The picquet, on their arrival, by the aid of their swords, cleared streets, and res- cucd the body of their fallen comrade.

The city authorities are busily engag- ed, in endeavouring to fix the honor (and responsibility) of- the murderous deed, upon the person who performed it.- When will civilians learn to live in peace, with the military! Surely the difference in the colour ofa man’s coat,should never cause such deadly hatred between a certain class of civilians and thy troops. Breaking the peace is bad enough, but when it comes to breaking heads, the parties should be severely punished. '

The name of the deceased was Wil- liam Thatcher, a native of Nottingham- shire, and is’ said to have been an inof- fensive man. He was formerly a groom to Lord Kilmarnock, and bore a good character in the regiment. The whole row issaid to have been caused by a dif- ference of musical taste.

Another Ram—Last Eocning’s Tragedy .' ! !

Another row took place last. evening- about halfpast six o’clock. The military, smarting under the injury inflicted on Wednesday evening,cutne out of barracks prepared for afight,which shortly after en- sued on the ground where the previous battle was fought. A few heads were more or less injured, and one house, occupied by a man named Gooley, was rather gutted. The military were somewhat to blameio this instance.— The streets presented quite a lively scene. A man named Cashan, who had his head cut, is said to have been inno- cently itnplicated.-—.Morn. New Bauaswrcx -We have often been tempted to inquire if one spark ofhumanity exists in that breast which Would allow his fellow-creatuse to perish without rendering him assist- ance at a time when he is struggling with life and death, and the realities of another world close at hand.— We copy the following information xof a piece of " shameful and unnatu- ' ral conduct,” from the St.JohnWeek- ly News, relative to the upsetting of a pilot gig at the mouth of the bar- bour on Friday 25th ult.-when one man was drowned and three others Providentially saved :-

“ At the time of the accident, they were eastward ofthe Island, and the boat was struck with a sea that caused her to upset. The ship Princess, Captain Vaughan. being a short distance from them at the time, now came within bail, and the four men, clinging to the bottom of the boat, at the top oftheir voice, im- plored the mercy of those on board, but no attention was paid; and what is still more dreadful, in orderto give the Island ledges a wide berth, steered the ship im- mediately over them. which separated them from the boat; and Mr. Murray states he’passed under the bottom of the ship, and had a long way to swim to the boat again; and instead ofrendering any assistance, passed on. and gave inform- ation to Mr Daniel Hatfield, who was fortunately in his pilot boat proceeding down the harbour, and he nobly and mnnfully hastened to the spot, and saved the three survivors. Mr. Johnston did not sink until sometime after the ship passed. A brig also passed them without rendering any assistance, with Mr. Beat- ty, pilot, on board, although they hailed her at the top of their voices. Mr. M. expected the ship would heave to before coming up to them, which she could have done with safety, and saved them.”

Sir Henry Pottinger has issued some very stringent proclamations against smuggling on the river, which appears to have been distasteful to some of the resident foreign mer- chants.

Native robberswere exceedingly troublesome at Hon Kong; so much so that the local aut ot-ities had issu- ed an edict forbidding any Chinamen to be out at night without a lantern and a pass, and making other provi- sions to suppress disorder. The house ofthe Morrison Education Society had been broken into and plundered by a gang of thirty Chinese robbers, who destroyed or carried away all the furniture, severely wounded Mr. Brown, and forced him, his wife and children to fly for their lives. The thieves had full possession of .the house for two hours. Mr. Brown lost about a thousand dollars worth ofpro- perty, and Dr. Hobson, who occu- pied part of the house,about as much, including his surgical instruments.

There had been a great fire at Tinghe, in the Island of Chusan, which destroyed a great number of horses and caused much distress among the inhabitants. It was said there that Commodore Kearney had received a communication from the Emperor, informing him that the United States would be allowed to trade at all the ports opened to the Eng'ish. . .
