A most desperate attempt has beer: made by the hon. member to fasten some wrong-doing upon the Government and the Commissioner of Public Lands, because, , subsequently, other defalcations had been discovered, and were not referred to in the Report. The fact is that what occurred after the Ist of January, 1889, did not be- long to the transactions of the previous year, and could not fourm part of the report lof that year, Fault has been found be- ‘cause no reference has been made to the

in the Speech, at the opening of the pre- sent session. Why make this case excep- tional? When there were defalcations in the Land Oflice on a former occasion, no reference was made thereto inthe Speech at the opening of the following session, in , 1877, and the Hon. Mr. Yeo was a leading ‘member of the Government in these years. | House adjourned until Monday at 3 |o’clock p. m.
Hon. Mr. Fercuson.—When the House ‘adjourned on Saturday, | was repiying to some statements made by the hon. junior ‘member for Fort Augustus in discussing the | Address in answer to the Speech. The hon. geatleman travelled far beyond the Address for matters with which to make a speech, and ia discussing matters respecting the Land Office he made some very serious mis-statements. Before dealing with these I will call the attention of the House to an- other statement made by that hon. gentle- man. ‘He asserted that various promises had been made to the people in every sec- tion of the Province by members of the Government and their supporters, respect- ing measures not mentioned in the Speech ‘at the opening of the session. This serves a3 a

It reminds them that they published a card containing their platform, previous to _the late general election. That card con- |tains their promises to the people as to their future policy. Where was the hon. ‘Leader of the Opposition and his policy / | We never heard from him at all on that ‘matter. He may have attended some ipublic meetings, but I submit that some- ‘thing more than that is looked for froim the ‘leader of a political party previous to a general election. The Leader should state | what his platform really is. Did the Op- | position Party promulgate any definite view or state their policy before the late election? No. Atevery public meeting their friends and supporters propounded a different policy. The absence of any card or platform enabled the hon. junior member for Fort Augustus to take advant- _age of every political wind that blew and to catch votes by every breeze. It enabled the Opposition candidates to appeal to ‘sectarian and religious prejudices and vo ‘ride the temperance horse wherever that could be of any service to them, and to cater tothe liquor interest wherever it would serve their purpose. It no doubt arranged that the Leader of the Op- position should lie low, so that every one ‘of his followers could run a race of his ‘own, and announce a policy for himself. | Though the hon. Leader of the Opposition did not announce his policy, he addressed a public meeting inthe Egmont Bay Dis- trict. I believe he there stated the! there | Was

position had only one policy, and that was—
and that was, to abuse the Commissioner ot Public Lands—to denounce him at every public meeting, and to exaggerate some un- fortunate defaleations which had occurred in the Land Office, and for which they well ‘knew he was not to blame. 1, therefore, feel it to be due to the memory of the author of those defalcations, now deceased, that the Opposition in this Province should raise a monument to him for enabling them to attain so great a degree of success at the
late election. A Judge of the Supreme Court once said that it was the duty of the barristers to raise a monument to the mem
ory of a certain surveyor of lands, for the contradicting lines he had surveyed had enabled them to reap a rich harvest of fees
On the same principle, it becomes the duty of the Opposition party in this House t&
raise a monument to the memory of the
time to contradict all the false statements which had been so industriously circulated, it came out before the election, and the peopie say that it is an independent one, and that the blame for the defaleations was laid at the door were it ought to be laid. In the Nova Scotia | Legislature, there was once a Mr. Longley, | who made an unfortunate speech every time he took the fluor. A friend once saic to him: **You are always longly when you vught to be shortly, and shortly when you| ought to longly.” The hon. janior mem ber fur Fort Augustus had to import Mr. | L. H. Davies into his district’ to make} sfump speeches during the election contest. | Yet the hon. gentlemin rushed in and tried
to make a stump speech on the floor of this
House! Not long since, I heard a gentle-
man say that only an earthquake could give
the hon. member a seat in this House, as he had tried and tried again, bat had always failed. But the hon. gentleman had lately
taken advantage of the defalcations of the late Mr. Strong, and by a policy of slander
and misrepresentation he obtained a seat
here. The hon. member, the other even-
ing, undertook the task of leading critic
on the other side of the House. He is not
young: his head is beginning to become,
like my own, a little grey; but he has chis
fadvantage, that up to the present time he
‘ has
NO POLITICAL RECORD,
and has not identified himselt with any public movement, He has made his boast | that he has no interest in even the Exhi-, bitions, and does _not intend to have any. He has no _ political record, and has identified himself with no public enterprise. The only record which he ever made was in connection with a movement for the purpose of developing the mineral interests of the country in connec- tion with the Cape Wolf gold mines. (Laughter.) He was, | believe, at the back of that movement. (Laughter.) I hope it will be long before any expert pronounces upon me the same verdict as was pronounced upon that famous mining exploit of the hon. member for Fort Augustus. When, some months ago, it was announced that Robe:t A. Strong was short in his cash, and that defaleations had occurred in the Land Office, the organ of the Opposition Party came out with editurial articles on the mat- ter, which were remarkable only for their uncharitableneess, malignity and misrepre- sentations. The Opposition thought their time had come to ruin me. But the people have given their decision on the course pur- sued by the Government respecting the Land Office defalcatiuns, and have returned them again to power. The hon. meufber said that there was no necessity for a Com- mission to inquire into the matter ot the defaleations, as the Commissivner of Crown Lands knew the amoant of shortage. What did the Patriot, the organ of the Opposition, say a day or two after the defaleations were made public? Its statement was as fol- lows :—
“There are hundreds in this community who wiil be slow to accept Tur EXAMINER’S statement that he (the late Mr. R. A. Strong) was the guilty man until they have sume positive proof of the fact offered them.”
And again :—
‘** His (the Commissioner’s) duty was to have reported the facts to the Government, and then steps could have been undertaken to have sifted the matter by means of a Royal Com. mission, which could have ensured to ail in- terested and incriminated parties fair play.” That is what the Patriot newspaper said on that matter, although the Government had already arranged that a Royal Commission should issue and that the matter should be sifted to the bottom. But we now have the hon. junior member for Fort Augustus declaring that it was wrong to have that Commission appuinted, and that it was al- together unnecessary. It appears that they , did not think the Government would have taken that step, and when it has been taken they say it bas involved unnecessary ex-_ who

They said it was| wrong to appoint Mr. Lewis Carveli, as he | was a strong political partizin. They said Mr supporter of the Opposition party, but that he had an interest the ‘ther way; tuat the!
