For May 27, 1959, was an ominous date six months ago. It was the day that Premier Khrush- chev had set for the turning over of control of the routes to Berlin to the East German Communist re-

entered talks for a settlement of the Berlin and related problems.

Before entering the foreign min- isters’ meeting the Western powers made clear that no Soviet threats could dislodge them from their com- mitment to the free West Berliners. Moscow has tacitly recognized this fact by ignoring its own Berlin blockade deddline. It may only be a postponement, butt the hope is that it ,will give the conference an opportunity to make new beginnings in an improved climate. Mr. Gromy- ko, the Soviet foreign minister, him- self attended the observances of the Dulles services, and returned to Gen- eva in the same plane with Mr. Her- ter. Now the corerence has been resumed in camera, with one thing pretty firmly established. That is the West’s readiness to honor its pledges to West Berliners even at the risk of war. The propaganda victory that Moscow. might other- wise claim from having brought the Western powers to Geneva has been nullified to this extent.

May 27 has acquired meanings Mr. Khrushchev could not have for- seen; and it is not likely that he will repeat a manoeuvre that has failed. The task from now on will be to improve on this advantage, and the outlook for doing so is not too discouraging.

In Europe, French government means centralized government— the authority of Paris. But in Al- geria it does not mean any- thing of the sort. Far back into the Third Republic goes the tra- dition of local cliques and pow- er groups combining to defeat Paris, and almost always with success.

Now is is up to Gen. de Gaulle not to restore that authority— for there was little to restore— but to rebuild it from its found- ations. This going to mean fight- ing the settlers, and no tactical moves or verbal concessions can conceal the fact that it is go ing to be a real fight.
