The Next Parliament

The shift in distribution of Canadian popula- tion disclosed by figures from the census division of the Bureau of Statistics marks historic chattg- es in the political and economic structure of this country. As Hon. j. A. .\faeKinnon, Minister of Trade and Commerce, pointed out in releasing the figures to the press, the next parliamentary redistribution on the basis of 1941, whatever the changes of constituency boundaries, must involve a reduction in membership of three seats in Mani- toba and four in Saskatchewan.

The western provinces have not in the part de- cade kept step with the general growth of Canad- ian popttlalion. Neither has Ontario, though that province has avoided losing representation in Parliament by virtue of provisos against reduc- cd ntentbership contained in the B. N. A. Act. The provisos did not prove sufficient to save Manitoba and Saskatchewan from a loss, but they did save Alberta which, on the basis of pop- ulatiott alone, would stiffer loss of two seats.

In 1896, for instance, Ontario had Q2 members and its group has receded steadily to S2, and may in the future come dowti further to the basic Quebec level of 65 members. Such a balance would bring important changes in the political character of Parliament. Taking a lottgcr view Professor Frank Scott, in "Canada 'l‘o<lu_v.” forecasts that by 107i the Frctich-Cnn- adian clcinctit of the populatoiit would outnum- ber that of British descent, and that a pro- gressive extension of French influence in Can- atla cottld be expected. The 194i census bears out this view, and the trend apparently can be re- versed only by increased immigration or by an increased birtltrate among English-speaking citizens.

There is a constitutional provision that parlia- mentary membership must be adjusted to the cen- sus returns, with the provisos mentioned, though the readjustment will not take effect until the cnd of the present Parliament.
