} A Conference of the Great Furopean Pow- f ers is Now Proposed,

Beruix, July 20.—Prince Bismarck’s Opinion upon the Cretan question, as given by the ex-Chancellor in an interview pub- lished in the Neue Free Presse of Vi ienna, that it is interesting him less than did the small plot of land in his garden, is bemg wide ly quoted by the German presse and quite extensively commented upon. Until recently German diplomacy kept him in the background as far as Cretan matters were concerned, and the German ambassador at Constantinople, Baron Saurma Von Jotlzch. has acted strictly in accord with the Austrian ambassador to Turkey, in his intercourse with the Porte, aiming at the maintenance of the Turkish regime in Crete with modifications favor- able to the inhabitants of that island. The tide of affairs, however, has now changed, and there is high authority for the state- ment that negotiations are in progress for the calling of a conference of the European powers to consider the advisability ef con- certed interference. Some of the Paris newspapers indeed announce that M. Honotaux, Minister of Foreign Affairs, has actually made a direct oe that such a conference be convened, but the rumor bas been semi-oflicially denied. Suill semi- official statements are not always, if even often correct. Whether M. Honotaux has really initiated active negotiations looking to the calling of a conferenc e or not it isa fact that communications are being ex- changed among some of the powers with a view of bringing about a settlement of the Cretan trouble. The difficulty lies in the scope of the suggested conference. All] the powers are now convinced that the Cretans will no longer submit to the absolute au- thority of the Turks, and they fear an ex- tension of the rising of the islanders to Macedonia and the cousequent precipitation of the whole eastern question to an acute stage. The = ers constituting the Drei- bund— Italy, Germany and Austria—toge- ther with England, will accept a conference if it shall be limited to the consideratien of a settlement of the troubles in Crete, It is only Russia and France that want a wider basis of consideration. In the meantime the Porte steadily opposes all intervention on the part of the powers. The general belief in diplomatic circles here, however, is that a conference will be a*ranged upon the terms laid down by the Dreibunp powers, and that it will be held in Constantinople if the Porte will consent to it, and probably in Vienna if the Turkish ‘Government refuses to have it meet in the Turkish capital.

EX-GOV. RUSSELL’S FUNERAL,

Campripsk, Mass,, July 20. — The funeral services over the remains of ex- governor Russell were hell to-day at 10.20 a. im. A private service was held at the late residence of the deceased, conducted by Rev. Dr. Alexander McKenzie of Shepard memorial church, the late ex- governor’s pastor. The body was then taken to the city hall. Thousands lined the route ofthe procession, At the city hall the body lay in state from 12 until 3 o’clock, and was viewed by forty thousand people.
