Sir John’s Bill to assimilate the franchise is being discussed in the streets, hotels and lobbics—preparatory to the Parliamentary debate—and the talk is more favorable to it than last year. It gives a decidedly more liberal franchise than they how possess, to all the Provinces except P. E. Island and British Co'umbia;. and taking into con- sideration the provisions which enfranchise all women (except wives) who possess the property qualification, itis more extended in these latter Provinces. In brief, the bill provides that all persons in towns, who own real property of the: value of $300, whe occupy real property of the value of $300 or who pay a yearly rental of $20,or who have a yearly income of $400 shall have the right to vote; all persons in the country who own property worth $200, or are tenants of property worth $200, or pay a yearly rental of twenty dollars, or. are the bona fide occupiers of real property worth $200, shall have the right te vote; while in both towns and country the sons of owners of real property may ,vote provided the pro- perty is of sufficient value, if equally divided amongst them as co-owners, to give.each
in towns, and $200 in the eountry. -This' last provision will meet the case of our farmers sons, so that practically almost every man and many wowen will receive the privilege’ of the franchise and possess the right to vote in Dominion elections. The bill provides a register of voters for all Canada—and the ballot.
