T is quite safe to assert that alll

the civilized men and women ln the so-called civilized counties of. the world are so strongly averse to war that. if they had the adjust- ment of international matters in their own hands. the world would never again be called upon to wit- ness the horrors of war. The trouble; is that they have not these matters‘ in their own hands even in their own countries, lnuch less _in other countries with which they now _havo or may hereafter have diplomatic or

- trade or other relations.

It is an encouraging sign of the’

times-although it may be bllt a re- action froln the horrors of the late war-that the number of advocates of universal peace is steadily lil- creasing. ‘ This increase will ineviz-l ably be more and more in evidence? as civilization advances. The time? may not be so very distant when all nations may safely lay down their arms. disband their armies and

hand their warships over to the mercantile marine. but the time-is, not yet.

There is a movement for internal-l tional disarmament. The manner, inwhich the proposal has been re-' garded in some countries gives risel to a feeling that altruism is not the whole thing. There is not only a “safety first“ symptom‘ in certain’ quarters, but unmistakeable symptom of a desire for a residue of superiority after the prescribed disarmament has been effected.

world. guardingrnot only her own commerce. but the commerce of the world. Were hcr navy reduced to a level which would leave her at the mercy of one or more oi the nations which are jealous of her. who ‘can predict what would happen? She has made concessions in the inter- ests of international friendliness; she even cut down her naval pro- gram for this year from three cruis- ars to one. but the common sense of her authorities on international questions is that she has reached the minimum. The peace of the world hangs more upon the strength than on the weakness of the British navy.

The movement for universal peace is worthy of the best that our civil- ization can give it. worthy oi the best that Christianity can give it but that best does not mean a too dras-

tic reduction of strength. INDECISION.
