SALMON PACT TOKYO (Reuters) — Japan and the Soviet Union Wednesday signed an agreement here to limit Japan’s salmon catches in the northwestern Pacific this year to 85,000 tons. The Soviet Union ori- had insisted on a limita- tion to 80,000 tons against Japan’s original demand for 165,000 tons.
