Avoiding The Issue |

Prime Minister Pearson isn’t go- ing to descend to smears and scuttle- butt in this election. campaign and now his colleague; Industry Minister Charles Drury. has gone him one bet- ter by telling a press conference that he thinks it would be improper, at this time, to discuss the merits of the U.S.-Canadian auto agreement. Im- proper, he says, because the agree- ment has been a source of contro- versy in the U.S. Congress.

“We Canadians,” Mr. Drury ex- plained to the press, “do not take kindly to attempts by public figures in the United States to influence our | policies, and the reverse is equally true.” This hasn't prevented U.S. Senator Paul Douglas, of Illinois, from | saying that Canadian car prices should be cut $500 as a result of this so- called free-trade agreement; but-Mr. Drury plainly implied that’it would be unethical for nim, in the cireumstan- ces, to answer such statements.

In a previous statement the min- ister had said that the Canadian gov- ernment does not control and has no authority to set prices in industry, adding—with obvious reference to Mr. Diefenbaker's words on the subject— that this is the road to socialism. But the age red has a means of achiev-

ing price reductions by cutting tar- iffs consumers, and the public is entitled to know why this is not be- ing done. ;

After all. there has been a $50 million reduction in excise taxation for the automobile industry. Did the manufacturers get this as a bonus, or can the consumers expect any of it? Mr. Drury had spoken earlier of a narrowing of the price differential over a three-year period, and he was asked if it was the intention, at the expiration. of this period, to eliminate tariffs paid by the consumer. But here again, ministerial ethics interposed. Mr. Drury firmly declined to “get into = that arog at alle 2p

This lofty attitude does nothing to remove the suspicion that there is something fishy about the deal. There is no reason why it shouldn’t be fully discussed in this campaign, and in terms that will leave no doubt as to who its beneficiaries will be. ~*~

Nuisance Legislation

The chickens are coming home to roost a little earlier than was antici- pated when the Pearson government. put through its legislation designed to “protect” Canadian publications against foreign competition. This leg- islation disallows, as a business ex- pense of a Canadian advertiser, the cost of advertising primarily directed to a Canadian market in a non-Cana- dian publication; it also prohibits the entry into Canada of non-Canadian | periodicals in which more than five per cent of advertising lineage con- tains specific reference to the sources of availability in Canada or conditions of sale in Canada. It was one-of th screwball ideas dreamed up against the advice of leading publishers across. the country, and it’s already running

into difficulties:

According to C.B. Ablard, vice- president of the U.S. Magazine Pub- lishers Association, U.S. publishers are at a loss to know how to keep within the prescribed five per cent limit of Canadian advertising. They point out, that some tnagazines* like Esquire, Better Homes, and Fortune, may carry as much as 20 per cent partly directed at Canadians. Are | ‘these fo be banned for three months if they exceed the limit? Sub- scribers in this country will not take kindly to this kind of interference. And subscribers are of more than tisual importance just now; they have votes. ;

urer inserts an advertisement in a U.S. magazine, and the advertisement contains a list of outlets where his product may be bought in Canada, this is considered a Canadian adver- tisement. There are, however, except- ions. Advertisements placed in foreign magazines by Canadian governments are not included in the five per cent; nor are advertisements to encourage or promote the fine arts, letters, scholarship or religion, nor adver- tisements designed to promote the export of Canadian goods or to at- tract visitors to Canada. These ex- emptions are described by Mr. Ablard as“‘‘a one-way street... Anything that helps your adverse balance of trade is acceptable to your officials.”

According to Mr. Ablard, Canadian officials recently asked U.S. publish- ers to send them one recent issue of

| their magazines, to be examined for

more than 2,800 trade publications alone, count the total advertising lineage and figure out if the Cana-

| dian lineage exceeded five per cent. | This plainly was an impossible task,

and if may be that the onus will/ be placed on the publisher to stay within the five per cent, with Canadian of- ficials making spot checks only.

Mr. Ablard is reported as saying that this kind of thing “has created more hard feelings and misgivings among American - publishers about

Of Prime Concern

It ‘has been- estimated that each year almost 200;000 products on the Canadian markets find their way from the grocery stores and pharma- cies to'the home. When the medicine and household products are used as they are intended and according to directions, they make life more pleasant and helpful. But too often, through carelessness, they fall into the hands of children and are the di- rect cause of poisoning incidents that could end in tragedy.

This week is being observed as National Poison Prevention Week in Canada, and the Prince Edward Island Pharmaceutical Association is pro- moting a worthwhile campaign in this regard. \

Attention is called to the fact that we have poison control centres in both the hospitals in Charlottetown, and there are over 200 of these cen- tres across Canada which furnish in- formation to inquiring paysiiars on the ingredients in trade name pro- ducts, the symptoms which follow the ingestion of cne and the recommend- ed: treatment.
