WASHINGTON. April 3 - (OP) -senator John Brlcker (Rep. Ohio) moved in the senate tonight to send the ti-"oops-for-Europe reso- lution back to committee and have it rewritten to place sharp curbs on President Truman's power to send soldiers abroad.

He wanted language in the res- olution commanding the President not to dispatch more than four ad- ditional divisions to Europe with- out the consent of Congress. He said it should have the force of law.

Administration forces rallied for a showdown vote on the proposal.

The Senate Democratic lead- er. Ernest McFarland of Ariz- ona, said abandonment of the resolution at this stage would be hailed "as a victory for the

Bricker urged that it be returned to the combined foreign relations and armed services committees with instructions to re-draft it as a joint resolution. such a measure would require action by both the senate and the House of Representatives as well as Truman's signature un- less Congress passed it over his veto. .

OTTAWA, April 3 - (GP) -The Trade Department said today that the prospective Canadian home owner will have trouble building a new house in 1951.

The Department outlined pros- pects for building materials in a white paper tabled today in the Commons by George Mcllraith, par- liamentary assistant to Trade Min- ister Howe.

"Full realization of 1951 construc- tion intentions is likely to be ham- pered by shortages of key building materials." said the report. "The average house will probably take longer to build and completioi of other capital projects may be de- laycd."

"It's enough to make you cry," said Albert sabo today. in telling of the onions' plight, "We can't sell them. we don't want to dump them-and it's just as hard to give them away."

OTTAWA. April 3 - (CF) - The Commons today approved the principle of a bill giving the gov- ernment wider powers to lake citizenship rights away from Can- adians who prove disloyal to this country.

The legislation received second reading after a two-hour debate indicating it had the general ap- proval out all parties. Some speak- ers urged that the government take power under the Criminal Code to deal with Communists and other subversive elements.

Some called also for a pro- vision giving those being so de- prived the right to appeal to the Supreme Court of Canada.

Citizenship Minister Harris. in- troducin-g the legislation. said the government feels it is essential to the "welfare and security" of Canada. Those affected will have the right to a hearing before a commission.

Justice Minister Garson said his department is working on a draft amendment to the Crim- inal Code to deal with Commun- ist activities. However. that did not mean the draft would emerge as legislation. The policy would have to be decided by the carb- inevi.

This will be the legislation:

1. Citizenship of naturalized citizens who return to their country or! origin or former nationality withou-t reiainin-g a sulbstantial connection w i t h Canada could be revoked after two years. year period must elapse.

2. Citizenship could be re- voked for persons convicted under the Official Secrets Act. as in the case oif..those found guilty in the i946 Soviet spy inquiry. At present. this can be done only on conviction of trea- son or sedition.

3. Citizenship also could be revoked in the case of Canadian citizens by birth or naturaliza- tion who foirnaliy declare their allegiance to another state with- out technically acquiring the nationality or citizenship of that state.

CLEVELAND. 0.. April 3-(CP) -The Canadian section of the United Automobile Workers (C. I. 0.) last night set its sights for an organizing drive among Quebec workers.

The action. discussed at a con- ference of Canadian delegates to the international convention, is linked with a general dues in- crease for all U.A.W. members. expected to provide funds for more union staff. ,

George Burt. Canadian director said there are some 15,000 to 20.- 000 workers under U.A.W. juris- diction in Quebec who have not been organized. He mentioned the auto supply industry, aircraft and agricultural plants as targets for the drive.

Britons Told Russia To Blame For Arms Race

LONDON. Avril -3-(AP)-The Labor Government laid before Britons today the prospect of do- ing wlthout many things they need so the nation can build en- ough guns, tanks and. planes to defend itself.

Blame for this was laid on Russia, whose armies were de- clared "a menace to us all."

The forecasts were made in a 5.1m-word economic survey pub- lishad by the treasury. It was the fifth .auch annual survey.

The nation will be walked on economic tightrope as long as the arms rogram continues. the survey sai . The present program is for three years but "we can- not for-tell how iong" the na- tion must keep on" hearing the burden of guns. it said.
