Most. if not all. of the prob- lems have arisen because of the lack of money to do what was re nnired when reauired,

Because money for capital works and services Is today difficult to procure. and expensive. the great- est skill must be exercised in the dlspersemcnt of the funds pro- cured. The maximum gmount of works and services must be pro- cured and maintained for the minimum amount of money spent.

Therefore it is only reasonable in sunposc. and Ilils Committee be- lieves it can in this report show. that by pooling all the resources of the three areas, much more can be procured in works. services. and general civic amenities for each dollar spent than would be possible if each of the three areas attempted to provide the s amc separately.

Financing of capital works and services by municipalities is diffi- cult at any time and is particularly so today because of high prices and rising costs.

It is reasonable to suppose that if Psrkdale and Spring Park were part of Charlottetown. the Metro. politan city of Charlotteown could borrow more money at a lower rate than could the three com- munities acting separately and in- dlvidunllv. lNV'!S'I'0ItS

First. investors study the corn- munlty whose bonds etc.. they may

The ques- tion of a patrol or some means of conveyance would likewise have to be faced, as well as possible quarters for such a Force.

It would thus appear obvious that Parkdale and Spring Park would have nothing to lose from

A POLICE SERVICES

The subject of Police Services! for an amalgamated greater Char-i lotteown area consisting of the present City of Charlottetown and the existing villages of Parkdale and Spring Park presents few dif- ficultics indeed.

The present Charlottetown Police Force consists of a chief. a De- puty Chief, a Detective sergeant, a Traffic Sergeant. 3 shifts of four men each headed up by I Sergeant in each case, and 2 ad- ditional Traffic Constables. mold!!! a total of 18. The force is sewed by 1 Patrol and 1 Motorcycle. Quarters and cells are situated in the City Building.

As Villages, neither Porkdale or Spring Park currently have a Po lice Force of any kind of their own and are serviced by the R. C. M
