gardens at Highbury, Birmingham, to the members of the St. Bertholomew’s Ward Liberal Unionists, Mr. Joseph Chamber- jain was drawn to make the most impors tant speech on the Tranevaal sitution he has made since the adjournment of Parlis-~ ment. “But what ac Ito talk about?” he asked when requested to speak, There were crics of “The Transvaal.” Mr. Chamberlain then said:
