A Procressive Province.— Fifty. years ago the population of Nova Scotia was less than 200,000; in I871 it was 387,800; in 1881 it was 440,572, and, now it is estimated at 490,000. Its yield of coal has increased from a little over 100,000 tons in IS37 tu nearly 1,600,600 in the past year; while even in spite of the development of iron ship building, 1ts wooden shipbuilding has increased four- fold in the past thirty years. Its fishery products have increased in fifty years from

Vice-Apmreavty Court.—The Vice-Admi ralty Court met to-day, for the purpose of hearing the cases against the boats and seines of the American schooners Col. J. H. French and Argonaut. It will be remembered that last July, Captain McLaren, of the cruiser Critic, caught these boats fishing within the three-mile limit and seized them. The ves selg to which the boats be’onged cleared out and never returned to the coast. The boata and seines seized were placed ‘in charge of Custom House officer Poleys at Souris, and proceedings were subsequently taken to have them condemned. This morning, before Chief Justice Palmer, the evidiunae of Captain McLaren and Captain Wright, R. N., was taken, after which judg- ment of condemnation was pronoanced against the seized boats and seines. Mr. Hodgson,

In the Commons this p. m., Sir Charles jarose to express regret at the contents of | protocols which had arrived, and would be laid before the House as soon as printed. After leaving Washington he had assented that only the formal protocols on beth sides should be published ; but then was underthe impression that these would contain the proposition and reply in reference to the commercial relations of the two countries. Greatly to bis surprise, the papers received contained only the formal tatement of the .preceedings a omitted the proposals “in re trade matters. But imasmuch as the proposal made @ reference to the quesfions of . trade hadeb direct and important bearing on Cart- wright’s ‘‘ unrestricted reciprocity’ reso- lution, he felt warranted im placing it in the hands 4f Messrs. Laurier and .Cart- wright for théir private and confidential use. He was moved to this as it.was was very desirable that the Leaders of the. Opposition should have _in- formation on thé subject. In the mean- time he had taken steps to secure the con- sent of the other Commissioners to have the Canadian proposal and the reply laid on the table of the House.

Mr. Charlton urged that the formal pro- posals made to the United States Govern- ment, with answers thereto, should be laid before the House. ;

Mr. Casey urged that the “discussion of Cartwright’s resolution be postponed till; after the tradé protocols were laid on the table.

Sir Charles promised to communicate with Mr. Chamberlain and Sir Lionel Sackville West on the subject, and to} obtain permission to lay the matter before the House ; but pending the assent of the other Commissiouers, the two leading ment- bers of the Opposition could have access to them.

Dr. McIntyre, in moving for a report of the engineers sent to Naufrage, P. E. L, in 1883, pointed out the importance of the work in question, and urged that the Government fulfil its promise to carry it out.

Mr. Robertson spoke in a similar strain and Sir Hector Langevin promised to pro- duce the papers asked for.

Mr. Perry (a P. EXE. member) will in- quire on Wednesday if it is the intention of the Government, during the present session, to place the sum of $5,000,- 000, or any part thereof, im the estimates as compensation to P. E. Island for non-fulfilment of the Terms of Confede- ration in reference tothe continuous and efficient steam sérvice asked for hy the Provincial Legislature of 18&4
