Mavor Haviland presented the report o% Duncan McRae, Sanitary Officer, which regretted was not to hand in ¢ 1e for 1n- sertion with the reports of the other partments in the reguiar annual statement. The report stated that his appoint- meut the Sanitary Officer had visited and inspected O10 places of business the city. He had found 146 privies or water closets which were very dirty and slovenly kept, 5 of which he had closed up; and 77 dirty yards. He had visited 4 slaughter houses, two of which had been cleaned and limed in anticipation of his visit, and the other two were attended to immediately afterw irds He found 4 places from which drains led to the street, and into which slops were thrown andcarried tothe gutter, ¥ here they accumulated. Stipendiary Magistrate, stating that he had dismissed George Passmore from the

position of City Marshal, and submitted two letters, from persons applying for the position, both of which were read by the Clerk. Oneofthe letters was from E. Waller, the other from Police-Sergeant Cameron, who has been Acting-Marshal for some time past.

Councillor McLean said that the dismissal of Marshal Passmore was not altogether unknown to him previous to the reading of the Magistrate’s letter. Passmore had given up overything else when he accepted the position, and he (McLean) thought that he had made a very efficient officer. True, about the close of the year, he had com- mittelan offence which the Magistrate could not overlook, and which resulted in hisdischarge. But he thought he should be given another chance, and in view of his past experience he would probably make a better officer. He, therefore, moved that George Passmore be re-elected Marshal.

Counci!lor Horne seconded the motion. He approved of the Magistrate’s action in dismissing Passmore, and of the firm stand he had taken in the matter of suppressing

Pie accounts of the City for the civic year ending December 31st, 1883, as submitted to me by the City Clerk, show that the receipts receiv ed from all sources anounted to $25],- 9:4.05. The payments for the same time for all purposes —including the following extra- ordiaary payments, viz.: New City Hall 37,039.99 ; smallpox debentures, $1,600, and eity debenture, $200, (a total of $8,839.99)— amounted to $250,197.50, leaving a balance of $1,376.55 in favor of the city on the year's transactions ; but deducting the amount due the Merchants Bank of P. E. J. on the 3ist December, 1837, $1,303.52, there ia now s balance to the credit of the city, in the bank, on December 3ist, 1888, of $73.03, being a

On the important subject [am nappy to be able to inform you that our city -ontinues to maintain its sound position. The various issues of our city debentures were eagerly competed for by private citizens at home and leading bankers abroad, and | learn from the City Clerk that there have been issued during the past year city debentures bearing interest at five per cent., payable in twenty years lo Charlottetown, $48,500.00, which were sold at 1024 to 105 1-10, which netted to the city a premium of $1,589.50; and that there have been paid during the year, on. debentures matured, bearing interest at six per cent., $48,700.00, and bearing interest at five per cent. $1,600.00, thereby decreasing the city’s ordinary funded debt by $1,800.00, and effecting an annual saving in interest oi $577.00, or $11,540.00 in twenty years

It may not be uninteresting here to give a coniparison of the value of our city del entures ten years ago and at the present time.

In the year R78 a loan of $48,500.00 was made, bearing interest at six per cent., pay- able in ten years, principal and interest pay- able in Halifax, N.S., with rate of one half per cent. exchange, which resulted as follows:

which has been placed to credit of Real Estate Account, together with the following amount of $1,000, being the value of stables and engine house, built by the City on ground ieased from the late Ralph Brecken in July 1864. The lease having expired on the Ist day of May last, it became the property of the lessor, Mr. Felix A, Hughes, and, therefore, as an asset has been written off, and the total $2,448.75 charged to Capital Account. Of the Personal Property Lax for 1889, ($192.03) charged (o Capital Account, the amount of $108.48 was due from Banks, and has been written off by order ot the Appeal Court, to- gether with the balance of $82.59_ due from persons who have left the city, which is un- collectable.

The assets of the city for the year ending December 31st, 1888, are in excess of those of the previous year by $156,030.89, of which $150,000.00 is for Waterworks, the balance being an increase in Real Estate and Taxes due the city, and deducting the increase of net debt of the’city from the increase of assets loaves a net gain to the city of $9,390.41 in the year’s transactions.

NEW CITY HALL.

In March, 1887, the contract for the erec- tion of the new City Hall was awarded to Wm. H. Fraser, for the sum of $10,175, and also in January last the contract for heating the same for $2,140. In December, 1887, the contract for the gas-fitting was awarded to Mr. Matthew Stevenson for $73, and in Oc- tober last the contract for the fitting up of suitable rooms for the Fire Department was given to Mr. Henry Rackham for $415.

Under the Provincial Statute of this Pro- vince, 48 Vie., Cap 8, the City Council have power to issue debentures to the amount of $10,090 for the purpose of erecting a new City Hall, but up to the present time no deben- tures have been issued for that purpose. The Finance Committee net wishing to increase the funded debt of the city, have been en- abled by careful management of its affairs to meet the expenditure on the said hall, to the present time. out of the ordinary receipts and taxes of the city.

ELECTRIC LIGHTS.

New contracts have been made whereby the Electric Lights have been increased in num- ber from 37 to 40, at ane annual cost to the City of $3,925.00. These ligh s, according to contract, are to be kept lighted on every night from dark to daylight, excepting when the moon shines bright and clear, and the sky is unclouded. The number of nights on which the said lights are to be kept lighted, to be not less than two hundred and fifty-eight nights in each year. The pregent contract will expire on the 19th December, 1890.

MARKET TOLLS.

At a special meeting of the City Council in June last, the tender of Mr. Robert McLaren of $600 for the right of collecting the market tolis for one year from the 12th of July, (pro- vided the tish market be held on the Square) was accepted by a resolution of the majority of the Council, thereby effecting a loss to the city for the last six months of $335.96, accord- ing to the returns made by the Ma ‘ket Clerk for the year 1886, when fish was permitted to be sold on the Square.

It gives me great pleasure, in presenting the Report and Accounts of the Water Commi sioners, to express my gratification that the difficulties and prejudices that stood so long in the way of obtaining a copious supply of pure water tor the citizens, for fire and do- mestic purposes, have been overcome, and that we are now in the possession of that great and healthful blessing.

A very extensive and destructive fire occur- red during the night of the Fourteenth of May last, inor near the Roller Rink, which, before it was brought under control by the strenuous and unwearied exertions of the Fire Brigade, burnt to the ground the Baptist Brick Charch, two Skating Rinks, many val- uable dwellings, a Carriage Factory, and other buildings, together with a quantity of household furniture and other personal pro rty. As the Fire Department have removed to their quarters in the new City Hall, it is ab.

Retore concluding my remarks I must ex- press my satisfaction at the able and efficient manner in which Mr, fA. H. McPherson, the City Clerk, discharges the various and respon- sible duties connected with his office.

Councillors Crabbe, McLean and Byrne spoke of the good showing made by the

Board had discharged their duties faithful- ly andwell. As the publication of the Mayor's report takes up a good deal of our space to- day, we are unable to find room for a sum- mary of their speeches, as well as a sum- mary of that of Councillor Douse, who also spoke to the Report.

Councillor Douse, in the course of his re- marks, asked Mayor Haviland why he had not called a public meeting to consider civic business, as requested to do by requisition from a number of citizens.

Mayor Haviland said it was true he had received such a requisition while on his way to dinner on Saturday week; but, in view of the fact that the citizens were not in pos- session of the public accounts, and, there- fore, not in a position to discuss civic busi- ness, he deemed it advisable not to cai! the meeting, and addressed a letter to Mr. 3. C. Hooper, whose name was first on the requisition, to that effect. He, however, would be prepared to calla public meet- ing when the citizens had the accounts in their hands and understood them.

Councillor Crabbe explained that Mr. Harris had agreed to settle his claim against the city, for damages sustained by his son, if paid $100, to cover expenses. Hethere- fore moved that thatamount be paid Mr. Harris. Carried.

New? Pusuication.—The initial issue of the Prince Edward Island Church Magazine has been laid upon our table. It consists of the Dawn of Day, an English publication, to which is added an outside sheet, containing items of news from all the Church of England perishes in the Island, together with other matter interesting to the Church at large. It fillsa long felt want, and we believe that a future of usefulness lies before it. The edi- torial work has been committed by the Clerical Association to Fred E. J. Lloyd and the Rev. W. A. Crawford-Frost. It already has a large circulation, and we sincerely hope jt may rapidly increase as it deserves.
