Sir, — Mr. Ferguson 8 personal attack on my private character, | think your readers will agree with me, requires no answer.

It clearly demonstrates three points: That the cause must be an ext: one that compels him to resort to so low an expedient ; that he writhes in the bitter ness of his anger at having the truth ex posed ; and, lastly, it shows the inherent baseness of his nature—that all the waters of the broad river beside which he hves can never wash out. Defamation, from such a one, I look upon as the highest cer- tificate ot respectability.

Lintend, in a few days, Mr. Editor you will kindly allow me space—to t somewhat in detail, the report of the Com missioners on the Lunatic Asy!um; and, lest any misapprehension should exist, | wish to explain that I am actuated by no special hostility to the present party ; on the contrary, I feel quite sure that nea: all the members of the party, when they sce this matter in its true light, will be pre pared to do their duty, and set themsel right with the people.

Councillor Murphy, in referring to the question of awater supp'y fo a bw city, stated that a foreign compsny intend ap plying for a charter at the coming session ot the House of Assembly for that purpose, and that the water will be without costing the city one cent. Whil Mr. Murphy kindly state if this mpa any is prepared to do this altogether independent of any pledge as to the number of h ieee for fire and street purposes, to be paid for by the city ?

If it is proposed to allow a water-closet system, as in most oihee towns . there is a water supply, is it proposed t allow the city’s filth to by poured out o the flats in front of the town, to lie fes tering and poisoning the air along the wharves and lower streets, and to be backed up the river with each tide; or has a sys'em of interception of the solid matter beer carefully thought out, and the experience of other cities take taken advantage of.

These are matters requiring considera- tion, and to be dealt with in an economi- cal manner, the one must go hand-in-hand

with the other. Itis useless to attempt a patchwe rk system of sewerage after a wate supply is brought in, as it will cost ap or thrice over what a properly devised « would, independent, ef health considera tions, etc., so that it would be mu h mor honorable and fair for the advocates ve! é water supply to place the question in entirety before the citizens.

I am strongly in favor of a water sup; hy myself; but [ am in favor of it as a undertaking. The Bonds wiil be registered by the Trus tees, and when so registered are by Act of Assembly made a charge aad lien on all the Land and Buildings of the Corporation, in fact the only incumbrance on the following property, viz.: Town Lots No. 6 and7 in the 5th Hundred of Town Lots in Charlottetown, with the Manse and outbuildings; alo the new Stone Church erected thereon.

The Charch alone cost $25,000, and will be insured for the protection of Bondholders in a sum not less than the amount of Bonds out standing at any one time. The power of the Corporation to issee Bonds is limited to $10,000.

Tenders are to specify the amount ten- dered for, and the denomination of Bonds pr-- ferred, »ndeach tender may be for the whole or any part of the $10,000, No tender for less than the face or par value of Bonds will be received, and the right to allot Bonds is reserved by the Trustees.
