Higgs, Premier, submitted a resolution relating to the question of Prohibition, to the ef- fect that as the question of Federal and Provincial powers, were matters of doubt, and had been submitted to the Supreme Court of Canada for solution, and that should the result show that Prohibition is vested only in the Federal adthorities, then legislation on the subject would have to emanate from the Federal Parliament. But should it be decided that the Provin- cial Legislatures have power to prohibit, then it would be the duty of our Local Legislature to enact a law for the enforce- ment of Provincial Prohibition
