Tue Provincial Legislature met for the despatch of business this afternoon. There was the usual display at Parliament Build- ing, and the attendance of spectators was large. The Guard of Honor on the occa- sion was made up of one hundred men drawn from the two city batteries of arti!- lery, the Engineer Corps end ihe 82nd Battalion. Captain H. M. Davison was in command. The usual saiute was fired from Fort Edward by a detachment from Ne. 2 Battery, G. A., under command of Captain F. W. L. Moore,
At three o'clock the Honorable William Wilfred Sullivan, Administrator of the Government, and auite arrived at the Provincial Building, and was ushered into the Legislative Cuuucil where, in the pre- sence of the membera of both branches of the Leyislature and a large number of ladies and gentleman, he opened the ses sion with the following

His Excellency the Governor General, hav- ing been pleased to appoint me Administrator of the Government of this Province during the absence of the Lieutenant-Governor, it de- volves upon me to declare the causes of hold- ing this session of the General Assembly.
It sffords me great pleasure to meet you on this occasion and to have recourse to your aid in the consideration of affairs affecting the general welfate.
l am glad to be able to congratulate you aad the people of this Province on the feir return which has followed the efforts of the agriculturiste in the year that is past.
It ia also # matter of satisfaction to be able to state that our farmers are now muking strenuous, and | have reason to hope, success ful efforts to better their financial position by es upon the manufacture of cheese and other dairy products in such a manner and to such an extent, at will make it possible for them to compete in the English Market on terms of equality with other parts of Canada, A measure to reduce the cost of Legisla- tion ig this Province will be eubmitted for your consideration.
The great question of the prohibition of the importation aud sale of intoxicating liquor is now engeging the attention of the peuple of this Dominion, and it is deemed proper to take such steps as will be calculated to obtain & correct expression of the opibion of the people of this Province on this question. A bill having thia object in view will be sub- mitted for your consideration.
I note with pleasure the Provivcial Exhib’- tions held during the past year have been most successful. The exhibits of live stock and farm produce shewed a marked improve- ment over those of former years; and I am particularly glad to be able to call attentico: to the magnificent display of fruit, the culture of which is fast becoming one of the most pleasing and remunerative employments amongst our people,
My Government have, as an experiment, intreduced into this Province a road-making machine, with results which so far are re- garded as satisfactory, and it is hoped that by employing a number of these machines, the large grant heretofore annusily voted for ex- penditure on roads may be materially re duced, whilst the work on the roads will be performed in « more efficient manner.

Tue Rev. Sypvey Weiton Acarn. — A recent despatch from St. John reports that the Rev. Sydney Welton, of graveyard insur- ance fame, was waited upon at hia residence « few days ago and presented with an addres and a well-filled purse. The address express- ed profound regret that the Rev. Sydaey was about to leave and testified to bie great abil- ity, true piety and wonderful success as a preacher and pastor Mr. Welton replied in teeling terms and offered prayer, in the course of which many of those present buret into tears. eh
