Opposition Reaction

“That remark’s_ political,” said the angry coachman in Pickwick. “or what is much the same, it ain't true.” This seems to be the reaction of the Opposition leaders to the Speech from the Throne at Ottawa. With rare unanimity they are damning it, lock, stock and barrel. Whether or not they're prepared to vote the Government out on the head of it, is another matter. Liberal Leader Pearson hopes the others will follow his lead in this regard, but there is no indication that the NDP and Social Credit spokesmen are any more prepared to accept his version of a non-confidence motion than they are to bestow their bless- ing on the Speech itself.

According to Arthur Blakely in the Montreal Gazette, the Liberal motion will be designed,to make it as difficult as possible for the Sec- reds and the New Democrats to vote against it. This probably means that the Liberals will use the traditional form, short and simple, expressing regret that His Exce1lency’s advis- ors no longer command the confi- dence of the House of Commons or the country. The temptation to in- sert references to Liberal practices or principles is, apparently, b e i n g resisted.

One thing is sure. It can't afford to bear any resemblance to the pre- posterous motion which Mr. Pear- son sponsored on Jan. 20, 1958, and which proved a total Liberal disas- ter. That motion contained _a long recital of the Govemment’s sins of

-omission and commission (though

it had been in office but a few months) and wound up with the suggestion that the Government re- sign of its own accord so the Lib- erals might take over. All this, of course, without a general election. ‘Mr. Pearson listened with crim- son embarrassment while Mr. Diefenbaker tore that motion to shreds. The most acid comment came from Mr. Colin Cameron, a CCF member, who said that at first he had hoped It was all a joke; a poor ioke, to be sure, but a joke all the same. Then he had realized that Mr. Pearson was serious about it. ‘‘It’s a tragedy,” he rasped, “that a once-great party comes to this House and has the effrontery to suggest, after having been thrown out neck and crop through the front door, that they should be allowed to creep in through the back!” No, it won't be that kind of a motion that Mr. Pearson. will put this time to torpedo the Govern- ment. It will have to be loaded with 3 different charge altogether. The boys are working overtime on it now, we may depend, putting in just enough explosive to start what they hope will do the job. They can’t afford to have it backfire again, even at the risk of having it turn out to be a complete dud.

A Good Move ,

There is no clue in the Throne Speech to indicate how far the Dtefenbeker Government plans to move in implementing the proposals of the MacPlieraon Commission on Trnnpportation. It does propose. however. to introduep_ iesi-I-tjoa

of Transport commissioners, amounting, in .the decade between 1948 and 19525. to more than 140 per cent. They were all at the ex- pense of long-haul shippers, leav- ing the protected Central Provinces, where there is keener competition from other transportation sources, largely unaffected.

The MacPherson Commission’: proposals were considered the funda- mental change needed to free Can- ada’s railways to compete against rival forms of transportation. They called for a new floor and ceiling for freight rates between which the railways would be free to set. rates in line with casts and competition.

The ceiling—a maximum rate based on actual railway costs on specific traffic movements—was designed to protect rail shippers who are still “captives" of the railways. Linked with this plan were recom- mendations for a series of special subsidies, amounting to $97,300,000 in the initial year but rapidly shrink- ing over the following 15 years, to be paid to offset. railway losses on uneconomic passenger trains, un- profitable branch lines and on move- ment of Prairie export grain.

The Government has announced its intention of extending the pres- ent freight rate reduction subsidies, which would leave untouched this part of the Commission's recom- mendations. However, it does intend to camp down on any more “across- the-board" freight rate increases, and it is to be hoped that this meas- ure, when introduced, will get the strong support it deserves.

Kennedy's Hard Choice

Any day now, in the United Nations assembly, we may expect a taunt from Communist sources to the effect that the United States, self-proclaimed champion of world freedom and democracy, is impotent to protect minorities within its own boundaries. The charge will be biased, of course, but to the un- committed nations of Africa and

Asia it will appear to contain a strong element of truth. They will be thinking about what is happen- ing in Mississippi, where the U.S. Justice Department has called off its fourth attempt to enroll a Negro at the state university. ‘

The Negro student has obtained orders both from a federal district court and from the United States court of appeals, directing his ad- mission. But it seems evident that it will req‘uire federal troops to en- force these orders, and this is a. course loaded no-‘r. only with danger- ous political implications but with the likelihood of making Governor Barnett and his associates martyrs in the eyes of Deep South popular opinion. Martyr-building is some- thing President Kennedy, and his brother Attorney General Kennedy, have wanted to avoid.

In the meantime, however, United States prestige is suffering badly as a result of this incident. There is nothing its free-world al- lies can do in the matter, except hope’ that the rabble-rousing element in Mississippi will be brought to heel with as little violence and bloodshed as_possible. The issue now presents itself as implacably to the adminis- tration as did the slavery issue of a century ago.

What would Lincoln have done in this emergency? President Kennedy may well be pondering that question in his conscience at this time, as he stares. at the white paper before him on his desk, which requires only his signature to become a proclamation ‘for the armed show- down to begin.

Party Warfare Or Co-Operation?

Now that our 25th Parliament V has assembled here for its first l session, a question which aptly poses itself is "Is parliamentary democracy out-modcd?”

On every hand in the western world. democratic governments are in low popularity, while their policies as well as the po- licies of their opponents are equally rejected by the electors.

In France. the assassin‘s bul- let repeatedly seeks President de Gaulle. In West Germany, the “Old Man" is sincerely wish- ed into retirement. In U.S.A. the popularity and effectiveness of President Kennedy are slumping. In Britain, Prime Minister Macmillan is no long- i er hailed as "Super-Mac". It is a strange epitaph upon demo- cracy that the most effective western government today is the altruistic dictatorship which de Gaulle has imposed, upon France.

CAN VOTES GOVERN US? With these examples of the political malaise and govern-.‘ mental problems of the west. ‘t ' is reasonable to ask whether‘ democracy can sponsor the unpopular policies essential for Canada's good? For example, our Unemployment Insurance Fund should be released from the burden of the chisellers who are lmpoverishing it: our na- tional balance of payments should be ameliorated by res- triction of our extravagant and excessive purchases of US-made gadgets and gimmicks: the costly arrogance of the civil service and crown corporations should be curbed: the high- priced idlers should be stripped off the public payroll in civil service and defence forces; for- eign control of our industries

and labour unions should be repatriated into Canada. But would such policies be

possible under our democratic system? Could any one political party, forming our government dare to take such steps which would inevitably alienate the votes of those whose little rac- kets or personal pleasures were thus halted? It is argued here that a politician's essential at-

While every special interest group is demanding a larger slice of the national pie, it will be interesting to see how much our parties will “cooper- ate for the good of the coun- try," in supporting measures which they insist are needed. On the contrary. it sadly appears that the coming months will see the solution to our national problems indeed “handicapped by party warfare".

The Mcichine Age

The machine age which h e a made itself felt on the farms in Ontario is now changing the pic- ture of rural life in Great Bri- tain. Over there the annual hop- picking s e a s o n is underway. The migration of people, often in families. to the hop-fields for what has become a yearly out- ing in which work and pleasure are combined has started.

But it is only a small-scale migration compared with what it used to be in pre-war days. Back before 1989, as many as 100,000 people went to the hop- growing ‘areas to pick th e crop which finally finds its way into the Englishman‘: pint of beer. The figure has been gradually reduced because of ‘the advance of mechanization, until this year, it is anticipated that only 20,000 pickers w‘i’ll

find their way into the hop fields.

In the three or four years after World War II. as many as 130 special trains were required carry Londoners down into Kent for the hop-pick- lug season. Today there is not a single special train operated for this purpose.

The p r e s e n t prosperity of England. however, is reflected in the fact that the vast major- ity of the 20,000 hop pickers who are still in business drive down to the Kent and Sussex bop areas in their own cars. Gleaming automobiles can be seen parked alongside the hop fields. And some of them have trailers atttached in which the pickers live and sleep.

Truly these are chanized days.

The people of Algeria will soon vote in elections that will give the newly Independent country a ‘National Assembly. But the elections will be very different from what the Western world usually understands the mean. _

The Politic Bureau of the country, undertbe leadership of Mr. Ben Bella. has prepared a single list of 196 candidates. The voters will be able to ac- cept or reject this list. They will have no choice between can- didates or parties. .

This means that the voters have really only one choice, a choice very similar to that which exists in elections in Communist countries. T h e y may choose to elect a National Assembly or not to elect one. Th ' of be permitted to

choose who will represent thorn in that National Assembly. This choice, which is fundamanetai to a free election in the Western meaning of the term, be made not by the voters but by the handful of men who form the Political Bureau.-
