But in later years. the real pub 1,. holiday will be proclaimed on Feb. 23. the day 16 Caribbean leaders signed a report agreeing to a federation of their scattered, diverse territories .

QUIET PLANNING

Since that day earlier this year In London. plans for federation hue followed the quiet. pre-plan- ned route. and each step yet to be taken is clearly marked. In the sugar-and-spice 'slands, rang- jng south of Florida in an arc guross the Caribbean to Trinidad off South America, the same 16 men continue to work for tlwll federal goal.

This job is being done by the mobile laboratory owned and operlted by the Department of Health under the supervision of Messrs. J.M. Kelly, l.E. Erdman and Dr. A.E. Larner. all of Ottawa.
