[t matters not whether Mr. McMillan touud all the accounts open at the end of the previous year or opened part of them turing the year 1891—it was his duty on the 3lst December, 1891, to account for the whole $418,311.67, with interest at 5 per cent on balances then remaining due. he only set-off which he claims is $72,- 478.48 paid into the treasury, and the enormous sum of $9,552.47 allowances and deductions in the year's transactions. After allowing this set-off, he is still rour THOUSAND POUR HUNDRED AND FOURTERN DOLLARS short.

We do not in this statement charge in- teres! on & sum equal tu the new accounts opened, because these accounts would not be twelve months old on the 3lst Decem- ber last ; consequeatly, the interest on them would not be charged at that date.

The enormous sum of NINE THOUSAND FIVE HONDRED AND FIFTY TWO DOLLARS given away by Mr. McMillan, under in. structions from Mr. Peters—mostly for po- litical purposes-also demands thorough investigation, Between the amount short and unaccounted for and the disgraceful reductions admitted to have been made, the taxpayers have lost over $14,967 in 4 little over eight months of Grit misrule, in the Land Office alone. The difference between the votes cast for Howlan and ~rry in that Township at the last election was only eleven. It is plain that this ob jaction is Irivolous.

It is not hard to divine the motive of the Patriot in condemning the Bull as it re- garda the laland, after ao long a silence re- gsrding it, and after its fairness had been universally admitted. Mr. L. H. Davies, with his usual unscrupulousnesa, is proba- bly going to declare in parliament that ao disgraceful gerrymander of the Island is being made ; and his misstatements will be echoed by the Mills’, Caseys and Edgars and McMillans, and re-echoed by the Grit press all over Canada. [t would rather spoil the game if Mr. Davies were tuld, as he truthfully could be, that hig party in the Island are well pleased with the division of the island,—‘ence the Patriot's tardy denunciation of the bill.

It is possible that Mr. Divies, feeling in his bones that the Island wiil go egainst Gritisin af the next election, wanta to quarrel with the Distribution Bill, so that he can lay hia defeat at its door.

The article in the Patriot of Friday, de- nouncing the Bill as it relates to the whole Dominion, must have been written while some person was in-an “ unaccountable ” mood. Take the following extract as a specimen of the whole ;

** There are other glaring irregularities in the bill. Victoria, B. C,, a Tory city with 18,000 inhabitants, ist6 have two mem- bers, while Charlottetown with its 12,006 is tacked on to West Queen's, . with 10,000 more, and the whole 22,209 ft6 have only one member. Quebec East (Liberal): with 36,200 has only one member, while‘ Quehec: West (Tory) has only 9,24. Cape Breton and Pictou counties, Nova Scotia, with 34,000 odd persons respectively, have two members each, while Halifax, with{71,421,- also returns only two. In New Bruns- wick, Restigouche (Tory) with 8,311 ofa population is still to have one member, while Westmoreland, with 41,484, is not sllowed two, lest one of them might be a L:beral.’’.

There is no reference whatever in the Billto Vietoris, B. C., Quebec West or Quebec East, Cape Bretoa, Pictou, Aiali- ifax, Restigou¢he or Westmoreland! ! What rubbish to say that Westmoreland, N B, is not given two members bscause one of them might be a Liberal. The Lib- eral candidate was snowed under in West- moreland last election by over 2,000 ma- jority, and Jost his deposit.

Here is another extract from the Patriot's article :
