The Provincial Legislature met for the despatch of business this afternoon, the Opening ceremonies beginning at three o'clock. ‘There was s large at.endance of ladies and gentlemen, and wss taken in the procceedings. which His Honor Lieutenant - Governor McIntyre was pleased to open the session reads as fol- lows :—

Mr. Speaker and Gentiemen of the Legis- lative Assembly :
In meeting you for the fiost time in my official capacity, Iam pleased to be able to congratulate you uponthe prosperous year which we have enjoyed since the last session of th Legislature. For this, as well as for the presect healtby condition of trade in this Province, we should be profoundly thankful.
Towards the elose of jast year, the South African Republic declared war against Great Britain and the followersof Prevident Kruger haveing invaded British territory, the Empire was forced to take up arms in defence ct its people. As the Queen’s representative of this Province, 1 congratulate you ou the proud position eccupied to-day by Canada, and ou the en- thusiasm displayed io Prince Edward Island when called upon to give of her besf men to fight for Queen and country. No more eiriking proof could have been afforded of the true loyalty which charac- terizee our people. The name of Canada has been immortalized on the battie-fields of South Africa, but we deeply deplore that 80 mavy Of Our young men have bad to evrreoder their lives. The speedy termin- ation of the war aad the safe return of the Canadian Contingents are to be devoutly pra ed for.
Toe hearty manner in which our people responded to the requert for contributions t»> the Patriotic Fund is another proof of tneir devotion and patriotism, aod calls for our united thanks.

The desirabitity of a school for the promotion and advancement of agricul ture, horticulture and the mechanical aris, led to @ conference between repre- sentatives of the Governments of the Lower Provinces during the past autumn, with @ view of joint action being takea. Itis most essential that our young men, instead of going abroad to enrich other countries by their labor, should be en- couraged to remain at home. and facilities efforded them for acquiring a knowledge of scientific farming, and securing other practical ‘raining, which would help to build uptheir native land.
The past winter was such as to damage toa remarkable extent the Roads snd Bridges of this Province. No other de- pariment of the public service demands such care and consideration es cur public highways. Your attention therefore will be directed towards the introduction of such a system as will meet the public requirements, and at the came time be consistent with our revenue.
The erection of the sew Prince of Wales College,a commodious and very substan- tial structure, marks an erain the history of education in this province. This building is but another link in our great educational system, and will be a source of pride to the preseat as well as to future generations,
The Public Accounts for the past year and the Estimates for the current year will be submitted to you.

pany, 82nd Battalion, and consisted of one bundred men drawn from th3 82nd Battelion and the Engineer Company. The band of the 82nd Battalion furnished the music.
The salute from Fort Edward was fired by a betachment of artillery from No. 2 Company, under command of Lieutenant Peak»,
