AN IMPORTANT ANNOUNCEMENT REGARDING CHANNEL 3

It had been our intention to make re-opplicotlon for the use of Channel 8 at the next meeting of the Board of Broadcast Governors on September lot.

However, we have been advised trust our application can not be heard at that time. A government policy announced in the House of Commons on July 6th reads as follows:

“In September 1963, it was jointly recommended that appli- cations for licenses involving the extension of alternative television services should not be received or heard before July 1, 1964. That recommendation was subsequently imple- mented by the Minister of Transport.

On May 25, 1964, I appointed an advisory committee on broadcasting with terms of reference that included an in- quiry into, and I quote, ‘the various means of providing alternative television services’.

Because this question is presently under investigation and cannot be separated from the other issues which are being reviewed by the advisory committee on broadcasting, the gov- ernment feels that the freeze on the extension of alternative television service should be extended until a statement of policy is made shortly after the committee has presented its report early in 1965.”
