Phe Patriot has counted up the total cost. of “the various delegations sent by the Provincial Goverment ig recent years, and discovered that it is $3,357.31. © But the Patriot is nothing ff not one sided. It says nothing whatever about the results ! Trese are (1) A recommendation by the British Government that the subway scheme be favorably considered by the Goverument of Canada—this if carried out will be an inecaiculable advantage to the Province ; (2)_An_ additional subsidy of $20,000 a year, equal to a capital sum of $500,000 ; and (3) an_ arrangement under which the Province will probably receive a cash payment of $250,000.

vesent members for Queen's in the Dominion p vrliament, With the pledge solemnly made by Mr. Blake, at Malvern, to the effect ‘that the National Policy would , not be disturbed.’ Altogether, Mr. Ferguson's able article is a most convincing proof of the strength of his claims on the confidence of the’ electorate— claims which we confidently hope to see fully recognized by his triumphant return at the next general election.” :

The Preeper Case.
There is a widespread feeling in Halifax that William Preeper, the alleged murderer vi Peter Doyle, is innocent of the erime of which, he has been fownd guilty, anda strong effurt is being made to have the case tried over again. Mrs. Doyle’s trial as accessory after ‘the fact commenced ‘on Friday. The facts of the case,'as brought ous at the trial: just concluded, are sub- stantially as follows:—Peter Doyle, the inardered man, lived at “Musquodoboit, N. S., in» the district known as’ Meagher’s Grant. His house was isolated, his nearest ne:ghbor being nearly ‘two ‘miles distant.
Mes. Doyle and W.° Preeper, Maurice, a seven year old son of Mrs. Doyle, born out of wedlock, and another child five years of age born of Peter Doyle. It was brought outgin evidence that Preeper and Mrs. Doyle had improper relations both before avd after Doyle’s disappearance. The last. tinve Doyle was seen alive by any of the Wi nesses. examined was on Thursday, the 13 h day of October,» when he was’ seen revurning’ from Mass held at a farm house by a priest, as is the custom in many country districts so far removed from a church as to render the attendance of persous residing in the dis- trict practically impossible.” ‘This is the | day~ the’ prosecution hold” that * Doyle cane to his death, while the defence

The judge charged rather strongly against
Preeper. Referring to Emily Dillmans evi-
dence he said if the girl had made up the
story it was a most remarkable one,... Before
bringing in the verdict the jury sent for the
judze, when the foreman stated that they
disagreed and some of the jury ,,men re-
quested his lordship ‘to explain certain
references in his charge as to Emily
Dili'man’s evidence, whether if one or two
statements of her’s were believed these,
taken with other points of the case, would
be sufficient to convict. His . lordship
stated that the jurymen alone were to
decide as to the truth of her statements.
It cid not follow, because they disbelieved
one portion of the,girl’s statement, that they should disbelieve the whole.

The Fisheries.
A lively and interesting discussion took place at Rollo Bay Hall on Tuesday last. The members of-the Apricultural Associa- tion of tbat place have been engaged during the past winter in discussing various sub- jects, literary and agricultaral. At their last meeting, the fisheries received atten- tion. Atthe close of the discussion the following resolution, moved by Mr. John Cantwell and seconded by John W. Peters, was carried unanimonsly :—

A New TrReatMENT.—Over a month ago George Allen, of Aiken County, 8.-C., Legan a fast. He had been a sufferer for a lon; time with stomach trouble. Every- thing he ate give him intense pain. ‘He would take no medicine, and, beliéving “he cou'd starve the disease out, he forswore fool, taking nothing but water. , In thirty- seven daysnothing let entered his stomach. On the thirty-seventh day he ‘became un- conscious and his family began to give him stiiaulants and food in very small quauti- ties, but it was too late. He died two days later. The limit heshad set for the fast was forty days. Allen was forty years old, jntcligent and well edueated. .

Sir Charles on Unrestricted Reci- procity.
Commenting upon the latest speech of Sir Charles Tupper, the Montreal Gazette says :—
‘** The statement has been ventured in the press and on the floor of Parliament that Sit Charles secretly regards with favor the policy of unrestricted reciprocity with the United States, and that he purposely refrained from peasicipating in the late debate, net.se much

Discussing the fishery treaty, it was inevitable that Sir Charles should deal with the proposal made by himself on behalf of the British plenipo- tentiaries to settle the fishery dispute on the lines of enlarged commercial relations between the two countries, and that he should take occasion to clear up the mystery ithas been sought to throw around that proposition and to state his own posi- tion in relation to unrestricted reci-
wrocity. He did both very effectually, The letter of Secretary Bayard, of May 30th, 1837, to Sir Charles Tupper, which opened the way to the appointment of the fishery com- mission, expressed his desire, and the desire of the American Government, to obtain more in- timate trade relations with Canada, and the belief that a permanent settlement of the fishery difficulty could only be reached in thet way. When, therefore, Sir Charles and his tellow commissioners met in conference at Washington last November it was reasonable to suppose a proposal to take up thet re- lations of the two countries would be recéived with favor by the Americans. Sir Charles was instructed by the Canadian Government to obtain as near-an approach to the treaty of 1854 as possible, but in order that no limi- tation the British Commissioners might set should prevent . the. American _ pleni- potentiaries from responding, Sir Charles submitted the : bold’ proposal to ‘take up the commercial relations of-the,two coun- tries and solve the fishery dispute in an ar- rangement for more intimate trade inter- cour-e. Tse door was thusiwpened to the United States Government to propound a policy of freer trade, to say whether unre- stricted reciprocity, commercial union or limited reciprocity. should be the basis* of a new arrangement covering the fisheries; and thus to carry out the views expressed by See- retary Bayard in his letter of May last to Sir Charles Tupper. . The Americans, as all now know, declined the overture. . They~ re- fused to entertain the question of close trade relations in any form taking the ground that a trade) treaty would neées- sifate an adjustment of the tariff, and thit only Congress had the right to legislate in respect thereof... Why this position, antag- onistic to Mr. Bayard’s letter of a few months preceding, was taken by the Washington Government, it is fruitless and unnecessary to enquire. We know from the statements of Sir Charles Tepper yesterday that Canada’ mde the first proposal to settle the ftish- }ery dispute on the lines of enlarged and freer trade relations, that the United States flatly declined and that although repeatedly urged to reverse their decision, the American pleni-
po*entiaries, acting under instructions © of the Washington ‘iovernment, refused -to comply. That is, the whoie history of the trade proposals, as related by one of the Commissioners. Sir Charles Tupper then proceeded in a few but forcible words to literally squelch the
advocates of. unrestricted reciprocity.“ He stated from knowledge derived from three month's residence in,Washington and intimate association with leading statesmen» of both alae in Congress that nota man can be ound there to support the policy of un- restricted reciprocity. They literally laugh to scorn the suggestion that the United States should open its markets to Canada while the latcer country retains control of its fiscal legislation, and is at liberty to make the tariif against Great Britain what she pleases. Many publie men at Washington, however, said Sir Charles, can be found to favor com- mercial union, because they recognize that such a policy will give Canada to the States, and then he left no room for doubt as to his own view of that proposition, by stating that no Canadian is so craven as to consent to allow the United States to make the tariff and impose the taxation for this country. Uncestiicted reciprocity is an utter impos- sibility, for the Americans will not entertain the scheme, and, to quote Sir Charles Tu per's language, the discussion 6f such a policy is just as irrational as would be the discussion of the preblem how to connect Canada by railway with the moon, It cannot be said hereafter that. any doubt exists as to Sir
Charles’ attitude towards unrestricted reciprocity. It is one of uncompromising hostility. :

The exemplification of the several degrees was a revelation to the visitors, meny of whom had no idea that there was such an opportunity for dramatic display in the ritual of the order..
