Again I have the honor of soliciting your suffeages at the Election to be held fer the Dominion House of Commons on the 20th June next,
Thanking you for the support you formerly accorded to me a8 a representative of. the Liberal Conservative Party in this Province at a time when its policy was first inaugurated, I can now the more contidently appeal to you when we know the success which has followed the intreduction of that policy.
As one of your representatives in Parliament for the past four years, my views upon most of the leading questions of the day are know: to you.
A supporter of the Liberal Conservative Party of the Dominion, 1 have endeavored, having your especial interests in view, to assist the present Government in its many measures advancing tie inaterial interests of Canada.
Without jucreasing our taxation it has been able to establish and foster great manufactur- ing and commercial indus'ries, and by wise and judicious leyislation materially to advance the prosperity of the whole people. A yearly | surpius in the treasury has proved ifs capacity for administering the finances of the country, | and enabled us to-day to enjoy free of duty some of the necessaries of life
‘Lhe uvprecedented development and peop- | ling of the North West Territories has been | the result of the contract made by the present Government with the Canada Pacitic Kailway Company, in the face of the bit erest opposi- tion for some time past given to any public measure. A )ear’s experience has more than justified the Goverument in that ect, and falsified every prediction against its success.
seifa Free Trader. 1 will be as honestas Mr. Blake, the Leader of the Reform Party, and, using his words in his recent address, say, ‘*Free Trade is for us impossible, and the issue is whether the present tanff is perfect or defective and unjust.” Ihave no hesitation in upholding the present tariff, believing it to be framed in the best interests of the whole Dominion, and that its adoption has infused new life aud viger into our country, lifting it out of the condition of prostration inte which it had sunk four years azo. ,
The settled policy of both parties is adverse to Free Trade. It is dishonest to attempt to conceal the fact. J ask your suffrages on no false issue, but if elected by you will always feel it my duty in the adjustment of the Tariif, to see that the particular interests of this Pro- vince are not everlooked.
Our claim to a portion of the Fishery Award is one of paramountimportance. I regret that hitherto our efforts to obtain its recognition have been unavailing with both political parties satisfaction of knowing that bo time or op- | portunity has been lost in presenting it. Finding that our cla ms singly and apart trom that of the Maritime Provinces, would not be entertained favorably by the House, I, with the
hands with the representatives of the Maritime Provinces and pressed our case upon the Domivion Parliament with a stcength ouly to be gained by united action. You are aware of the failure of that effort, and the pro- nounced opinions of the leaders of both par- ties acainst us. It is greatly to be regretted that the separate and distinct claim of the | Island was not, at the settlement of the case [presented before the Fishery Commis- | sion at Salifax. duly made and claimed. it } was an iaexcusable oversight on the part of |the counsel representing this Island. For ‘although recognizing the fact that the arbi- _trators could by no possibility have made a separate award in our case, the fact of our having a distinct claim, bad it thus been brought to the notice of the British Agent, would have placed us in a much beiter posi- tion when distribution was made and New- foundland paid a portion of the award.
Dealing with a Government which has so far recoguized the rights generally of the Maritime Provinces to this Award as to grant for the material furtherance of t* eir fisheries the interest on the full sum awarded, | shall continue to press for the recognition of a elaim which I believe tu be just and equitable.
The grant this year made to our public works is an earnest of the evident intent of the Government to deal generously with us, [need not say that, knowing from whence it comes, every doliar granted will be really appropriated and spent for the pur- poses for which they were granted.
My colleague, Dr. Jenkins, and myself will, I trust, be able in the short time al- lowed us, to meet most of you at the public meetings called throughout the County.

Under the policy of the Mackenzie Govern- ment, on the other hand, the resources of the country were undeveloped, mines and maaufactures were reduced almost to a stan still, and the treasury was worse than empty ~ its ouly possession being a. large and annually increasing deficit. These are facts, gevtlemen; if any one be disposed to doubt them, I stall have much ;leasure when we mee*, in proving them beyond dispute, and I trust to the good sense and patriotism of the Kiectors of Que-n’s County not to aid in put- ting men in power whose manifest Incapacity reduced our country to the contines of rnin.
The attacks of the Opposition on the poliey adepted by the Gove nment for the bm of tae Canada Pacific Railway and the devel. opment of the Great North-West, are effectu- aly and most satisfactorily answered, the wisdum of that policy triuniphantly confirmed by the vast and daily stream of immigration now pouring into that great and increasing fertile portion of our country.
The question of our claim to a portion of the Fis:ery Award is one of great difficulty,

(iwion agreed to by the Laird-Raythorne Delegation stipulated that the other vinces shou'd participate equally in the Award
