Tue Queen's Rerxesentatives.—His Ex- eellency Lord Falkland has recently returned from a visit to the eastern and western parts of Nova Scotia.—Sir W. Colebreoke is on a tour in New Brunswick. —Sir Henry V. Hunt- ley returned on Wednesdsy from a visit to the ccuntry. And Sir John Harvey has been visiting the western shores of Newfoundland, Can the “Opposition” in either colony dare to say that these visitations shall pass away without their good resultsin duetime? Nay, indeed, we trust that it shall eventually prove to the contrary. Her Majesty’s Representatives are fulfilling the arduous duties of their station by obtaining personal knowledge of the country and population under their respective governments, for which they are remunerated with sneers and ‘‘inso- lence” on the part of an untoward and fac- tious generation.

Dispatcu.—The last English mail which was brought to Halifax by the Hibernia in less than 10 days, reached Boston in 12 days 45 m.—St. John, N. B., in less than 13 days— and Charlottetown, P. E. 1, in nearly sizteen days! Thus occupying about two-thirds of the time in coming from Halifax to the latter place, a distance of 160 miles, which it took to cross the great Atlantic of 3,000 miles in breadth.

Po.rtics.—A Canada paper says: ‘‘Polities are ata standstil! since the ministry is com- pleted.” In New Brunswick the fotks seem to be rather quiet; but the liberals of Nova Scotia are still hammering st the great bug- bear Responsible Government !

Warer.—The scarcity of water in the city of Halifax has lately been so great that it was sold for two-pence a bucket.

e® Upwards of twenty houses were lately burnt lown at Exeter, (Eng ) besides other property of value.

Ch’town Royalty, offers for sale a valuable freehold farm, under the legend, ‘‘Free Trade and fair competition are essentially required to produce the welfare of rising communities.” Mr. Walker announces that he bas leased the Dalrymple Mills, about three miles distant from Charlottetown, nearly at the junction of the Great Western and Malpeque Roads.” He will card wool for ‘2d per lb., for eash, and for Sd for agricultural produce.” He has a flour mill and oat kiln, and promises that ‘‘for oat meal and flour, no more than the legal toll will be taken.”’ Is not this asly intimation that others take illegal toll? Particular information respecting all these matters may be obtained from Mr. Cairns, blacksmith, opposite the Morning News office. James W. Cairns, ‘‘engineer and blacksmith,” returns thanks for the large patronage be- stowed and solicits more of it. G. Broder- ick, ‘‘veterinary surgeon,” offers an ex- cellent wagon for sale. “‘Will meet encouragement” is a very neat way of putting it. In other words the boy selected will be encowraged by washing the rollers in lye that will almost, if not quite, take off the skin; encouraged to roll forms all day long at a stretch, thereby getting hands, face and clothes daubed with ink; encouraged to run up stairs and down, and yell ‘‘copy!” at the editor; encovraged by being at the beck and call of foreman, and all the older hands in the office; encour- aged to distribute ‘‘pi,” saw wood, sweep, make fires, and run errands; and if he lives with the family of the editor, encour- aged to shine his boots. This is a brief outline of the fate of the boy who, even less than forty years ago, endeavored to learn the printer’s art. Now and then he

was most isly initiated into the mystery of sticking type froma ‘‘case” with three-fourths of the letters in the wrong boxes, and then called a ‘‘ stupid fool,” because his first attempt appeared as follows :-

Apprentices to trades generally did not enjoy in former times, the ‘‘soft places” which their prototypes of the present day claim and occupy. They were supposed to work amid hardship and illusage, and perhaps their boyish troubles and depriva- tions better prepared them to combat and overcome the obstacles thrown in their way by the world in after life.

Of all those who advertised in the number of The Morning News which we have been reviewing, few are left amongst us. Just after preparing this article, we however, met Mr. Albert Yatea, who, from his fresh,

The Croftera of the Highlands.

The report of her Majesty’s Commis- sioners of Inquiry into the condition of the crofters and cottars in the Highlands and islands of Scotland has been issued. Commissioners say that to them it seemed that the moment is favorable for the inter- vention of legislation, by which an impulse may be given towards the consolidation and enlargement of small holdings. It is, in their opinion, desirable to seek a basis of operation in the customs of the country, and they believe that such a basis may be found in the recognition of the High land township as a distinct agricultura unit or area, endowing it at the same time with certain immunities and powers by which it may attain stability, improvement and expansion. If the proposal be admit- ted in prirciple it might be carried into effect in the following manner : All inhabit- ed places containing three or more agricul- tural holdings possessing the use of common pasture land, or which have within a certain period, say of 40 years, enjoyed such use, and gemerally al! places containing three or more agricultural holdings known as town-

ships by the custom of the country and estate management, should be registered in the Sheriff's Court

books of the country as crofter’s town- ships. The townships thus registered would thenceforward be endowed with all the rights belonging to the status of a crofter’s township. The report contains recommendations with regard to improve- ments and extensions, and the Commission- ers suggest that small advances should be made for the purpose of forming new town- ships. On the question as to whether Gov- ernment aid could not be given to small tenants for the purchase of live stock requisite to replenish increased acres of hill pasture, or acres granted to crofters

in connection with new holdings, the Commissioners have not been able to come to a harmonious conclusion. The

Commissioners express the opinion that facilities should be afforded to the crofter for the purchase of his dwelling. In regard to the tisheries and communications the Commissioners recommend that harbors in- volving any considerable outlay of money should be fermed only in localities within reach of the extensive and productive fishing grounds of the open _ sea. Govern- ment should aid in the construction of piers and _ landing-places where they are required for the promo- tion of the fishing industry ; and should also advance money to the fishermen for the purchase of boats and gear under cer- tain conditions. The encroachments by deer forests are deprecated, and some alternative suggestions are made for the benefit of the crofters. , Emigration is sug- gested as a remedy against poverty in the poorer districts, aided by Government grants both for passage and for the acquire- ment of Jand in Canada.

A. H. McPherson publishes two city by-laws, one specifying the discount allowed to persons paying their taxes immediately; and the other giving the rate of assessment upon real estate and income.

Geo. Davies & Co. inform the public that they have just opened a nice assort- ment of twoeds, worsteds, broadcloths, etc., which they are prepared to make up to erder at the shortest notice and in good style.

A By-Law for Levying and Specifying the Rate of an Assessment 01 Real Estate and Income in the City of Charlottetown.

E it enacted by the ity Council of the City of Charlottetown, as follows:

1. The rate of assessment for the year com- mencing the Ist of Januaary, A. D. 1884, and ending the 3lst December, A. D. 1884, is hereby specified and fixed at the rate of one

cent and one tenth of a cent on every dollar of the value of Real Estate within the City of Charlottetown, according to the valuation of such Real Estate as assessed by the Avsessors of the said City in their valuation ro!ls of such Real Estate, made, and duly returned by them, on the ainth day of April, A. D. 1884,

2. The rate cf assessmeut for the year com- mencing the Ist day of January, A. D. 1884, and ending 3lst day of December, A.
