A pamphlet he has prepared says the scheme will harm the berthing and mooring capacity oi the port, flies in the face of topography, reverses the historic use pattern of the harbor, leaves no place for large vessels, puts heavy’shipping into the most in— convenient place in the harbor and “it mull make a mess of the traffic situation."

Sir Brian says the natural deep-water area closer to the mouth of the harbor should be developed for larger ships, which would have room to turn around there under their own power.

“That seems like the most el- ementary common sense,” he said. “The difficulty is to per- suade this to anyone driving the steamroller.”

The “steamroller” is the de- partment of public worlcs in or- tawa. Sir Brian met Works Min- ister Howard Green this week-— and discovered that a copy of his pamphlet sent some time ago had never never reached the m ister’s desk.

“I’M GETTING MAD”

“I’m getting mad now," he said. “I’m determined we will do something. about this business.”

Thursday he spoke to engineers in Montreal who have been work- ing with the government.

He said the Newfoundland divi- sion of the Community Planning Association was concerned with seeing that the public was in- formed on all important planning matters. This was why it had taken up cudgels against the gov- ernment scheme. .

Money for the scheme is to be included in next year’s federal budget.
