Captain Angus Brown, official ice observer for the Department of Transport, reported that the water- ways should be clear by April 10 or sooner, after a 600 mile survey flight yesterday. Ice conditions have greatly improved during the past few days and already the course which the steamers will take is looking very favorable. The Gulf of St. Lawrence from Tracadie Bay west to the New Brunswick shores Wpl ice-free except for some ice which was emptying out of Chal- llll‘ Bill’. There is still heavy ice. however. around the Magdalena the North-West coast of Nova Scotia and East Point, P. E. I. Northumberland Strait was about 40 per cent ice yesterday but it would have been possible to come from East Point to Charlottetown as the ice was all on the south aide. There was also heavy ice in George Bay, at the north entrance to the Strait of Canso. Captain Brown will now make daily flights until all the ice moves out.

Applica- tion for the increase followed an- nouncement in the Federal budget two weeks ago that the 15 per cent tax on passenger transportation tickets was rescinded.

OTTAWA, April l - (OP) - Amid unprecedented ceremonies. Newfoundland was officially wel- comed today as a partner in con- federation and was‘ promptly given representation ~in the Cabinet. -

Appointment of 1". Gordon Brad- ley _of St. John's as secretary oi state for Canada was announced by Prime nrinister Si. Laurent. in a speech oi welcome to the new Province. officially in confederat- ion since 11159 p.m. last night.

Tho speech was delivered on R-rllament‘ Hill amid cere- monies“ which v toran observ- ers laid were among tzo most colorful and the moat en- thusiastic they have seen. 'Cortsinly, no such. fanfare greeted the entry oi any other province into eoafcderatl .

The‘ program included speeches by Viscount Alexander, governor- general. by Mr. St. Laurent. and by Mr. Bradley. A guard of honor. composed of the three armed forces, was drawn up in from. of the speaker's platform at the foot. of the 300-foot Peace Tower of the Parliament Buildings.

Gun salutes roared, bands play- ed and people cheered to mark the union, which the speakers referred to as an 80-year-old dream come true.

_, Besides the Parliament Hill functions. which included the strik- ing ofithe first Letrohos ofialiew- foundiond shield‘ on, the Peace Tower, there were special cere- monies in schools across the coun- try and in various provincial capitals.

Mr. St. Laurent welcomed New- foundland into confederation as a "full and equal partner" with the older provinces to share with the rest oi Canada "in the work and in the wealth oi our nation."

‘Together, we shall strive. under God's guidance, and with confidence in our future. to build a greater and better land."

Ho read a message he sent to the King through the Governor- Generai. The message read:

"On the occasion oi the entry oi Newfoundland into confederation as a province oi Canada I send to Your Majesty. on behalf oi the government and people of Canada, the expression oi our devoted loyalty‘ together with our sincere good wishes to you and to Her Majesty the Queen. The people of Canada. those of Newfound- land and those of the provinces of Canada, now one nation under the crown, are happy to learn of Your Majesty's improvement in health. and join in wishing you _a speedy recovery.”

Mr. Bradley, attorney-general of Newfoundland from i938 to i002. replaced l-lon. Colin Gibson as secretary of state. Mr. Gibson in return replaces Hon. James Mac- Kinnon as resources minister. Mr. MacKinnon, who intends. to re- tire at tho send of the session. will remain in the Cabinet as minister without portfolio.

Mr. Gibson will continuous act- ing sccretty oi state until Mr. Bradley is elected to the Commons from one oi the seven seats which Newfoundland will have in the lower chamber. Mr. It. Laurent declined to indicate when by- olootions or a general election would be called.

Ho said it was certain that Now- foundland will hays representation in the Commons for another session oi Parliament.

Dr. lea Heads Cily School Board

The appointment oi Dr. R. Gor- don Lea as chairman oi the City School Board was announced Wa- terday by Premier J. Walter Jones. He succeeds Dr. fro. J. Yeo, who has been chairman sine; Juno. 1936. and whose resignation, effect- ive March 31 is due to ill health.

Dr. Yen's retirement recalls the lifelong interest he has taken in educational affairs in Charlotte- town, first as 6. membq of the teaching profession before entering upon his medical career. lam as City Councillor and Mayor and subiequently as School Board chair- man. , r

His succes , Dr. lea, is a son of the late Premier Walter M. Lea andhasbeenamcmboroithoPoly- clinic staff since 1940. He served overseas in' the last war as medical consultant to No. 7 Ckneral Hos- pital and later took a post-gradu- ate course at Toronto General Hos- pital.

Rocky Pt. Ferry Makes First Trip

Heavy ice was en- countered on the Rocky Polntside which gave theferry considerable difficulty in making the wharf. A definite date has not: yet been set for the beginning "of the ferry’a regular trips, but Captain Hold- way said last night they should begin on Tuesday or Wednesday of next week. A float must be fix- ed at the Charlottetown wharf, and a. platform is to be built on the sheathing at Rocky Point so that the passengers may have a separate means of walking aboard the boat. before the regular trips commence.

Air, Force Anniversary ls Observed 0A1 S’Side'

The R.C.A.l". station, Summer- side, in common with all R. O. A. F. units, devoted yesterday, April 1st. to the celebration of the 25th anniversary of the founding of the service. A ceremonial parade was held on the station parade square and was attended by His Honor. Lieutenant Governor J, A, Bernard, who was accompanied by his daughter, Miss Edith Bernard. Col. Sloan. commanding officer of the U. S. Air Force base, Harmon Field in Newfoundland and a party of officers were guests of the 0.0. of thesummersids station, Wing Omdr. G. R. F. Gross, for the day.

The parade was the largest turn- out of men at the Bummerside air station since the end of the war, which indicates that the station is Efvwillg. When the Lieutenant- Governor arrived on the parade Square he was greeted by the commanding officer and escorted to the saluting base. Following the firing of a feu-de-joie by a firing party the parade was addressed by the Lieutenant-Governor and Wing Cmdr. Gross.

The addresses were followed by an investiture when medals were pinned on the breasts of three officers and ont- non-commission- ed officer by Lieutenant-Govern- or Bernard. _

OTTAWA. April i — (GP) Canadian shippers will be able to move their goods into the new Province of Newfoundland at greatly reduced oost under new freight rates to the Island put into effect today by the Can- adian National Railways.

‘Through rates by way of North Sydney, NS. over rail and water facilities taken over by the C.N.R. upon Confederation, apply to vir- tually every commodity moving in quantity from Canada to New- foundland and in some cases are little more than half the pre- union charges.

At the same time, indications were that the new rates would not materially affect the com- petlilve relationship between North Sydney and such ports as Mont- real and Halifax throng-h WhJCll goods move to Newfoundland.
