After the usual notice, Mr. Bechard intro duced a bill to reduce the salaries of publie officers, and the indemnity to members of Parliament.

Mr. Colby moved the third reading of the repeal act abolishing the Insolvency Laws, Carricd,

On the second reading of Mr, Blake's Bill for the effectual prevention of crime, Baker opposed the Billon the grounds that police espyage was only submitied to in crowded populations, because it was the least of the two evils, In Canada we had » sparce popu- iation, and did not need to subject our crim- inal populatien to the same restraint deemed necessary in England. Under the late Gov- ernment 115 persons had been pardoned. Blake was respousible for this exercise of elemency, and the result was an increase of crime. Now Blake would come in with a Bill that was a propiatory sacrifice to the indig- | nant feelings of au outraged people. The Bull was a caricature of the Eaglish Act. He e iti- cised severely the several provisions of -the Bill, and then moved the six months hoist.

Hon. Mr. MeDonald (Pictou) criticised the Bill. He thought it inopportune, and be- lieved ail power necessary was already given to wards of penitentiaries. He considered: the present system better than the severely punished system advocated by Blake.

Blake argued that there was a necessity for the Bill, and discussed its provisions,

Plumb ridiculed the Bill as giving village dogbervies power to apprehend persons on mere suspicion.

Mousseau also ridiculed the Bill as meddle- some aud not practical, tending to have a special class held up to public approbrioum.

Rymal thought it wanting in statesman- ship, because it had utterly ignered the North-west Territory, where people often came from other countries determiued to lead an honest life, but they would be at the mercy of every constable whe, armed with the photograph, might for personal spite brand them as criminal for even a common assault.

Hilton said there were clauses in the bill whieh would lead him ,to vote against it on the third reading. He thought the bill ought to have a second reading.

White thought the principle of the bill bad, and that was what was <iscussed on the second reading.

Anglin thought no measure of Blake’s would be acceptable to the majority. He argued in favor of the bill.

McDonald (Pictou) repudiated anything like personal animue.

Bunster objected to the bill as stamping the children as well as the criminal. The bill was 30 obuoxious to him that he weuld twelve months hoist.

After several ether persons had spoken the six months hoist was varried en a divyssion.

The house preceeded to the consideration of the deceased wife’s sisters’s bill. Houde speak- ing in French against the bill.

The debate turned upeng the respective powers of the Local and Federal Legislatures.

Jones opposed the bill on the grounds that no agitation has been had in favor of it.

Wright supported the bill, and the debate dragged its slow way wearily along till after ten, when the House divided for six months’ hoist —20 against 140, The bill was carried by the same rote reversed.
