The glory of the British navy is a grief and vexation of spirit to Mr. Blaine, who declares that the bill to provide for the con- struction of the Panama Canal might be fairly entitled, ‘‘A bill to enhance the power and prestige of the British navy and to humiliate the Government and people of the United States.”

A rumor was started by the Globe, and repeated in a number of other newspapers, that Mr. N. F. Davin had been appointed North-West Council.

Cork, Dec. 17.

Parnell, O'Connor and Sexton arrived to- day. This evening a banquet was given Parnell. While toasts were being offered a stranger proposed the health of the Queen of the Belgians. An attempt was made to eject him, whereupon he drew a revolver. The weapon was wrested from him and he was given into custody.

It is said that at the session of Ministers on Saturday Admiral Jaurequiberry sub- mitted a draft of a vote of credit for 11,- 000,000 francs for the expedition to Ton- quin. President Grevy and several of the Ministers opposed the expedition. Other Ministers present supported it. Admiral Jaurequiberry, indignant at the opposition, flung the document in the fire and tendered his resignation. So the riatter stands for the present.
