THE POLITICS OF FRANCE.
A dispatch from Paris to the New York Sun says: “The scheme of forming a colorless government without principles has died. It looked Sunday night as if Bourgeois would at least succeed in form- ing a cabinet of concentration. When ready to report the completion of his task to the president on Monday afternoon, M. Poincare aud two or three others, who had expressed views against the income tax, concluded it would be impossible to join a cabinet most of whose members were of a contrary opinion. M. Bourgeois in despair went to the Elysee and resigned his mission. President Faure’s political friends are disappointed and indignant because he has not under such circumstances, cut loose from the radicals and either fourm a mod- erate ministry or take the bull by the horns and summon the senate to dissolve the chamber. A report is even circulated that Faure would follow Cassimir Perri: r’s example and resign. This is altogether in- credible. It is undoubtedly true, howe ver, that the new president finds the political situation of France much more serious than he imagined when he took office four days ago. There are said to be certain alarming secrets of state which will come to light very soon.
No less than 300 men have been arrested in New York for breaking the laws against Sunday drinking,
Warsaw, Ind., Jan. 24.—Mrs. Mary Hoop and her three-year-old child were found frozen to death yesterday by a con- mittee from a ladies charity society which had gone to them with provisions and clothing. They lived iv a single room and when found were without fuel or food.

Grovcester, Mass., Jan. 24.—A. N. Hoxie, of Boston, is in this city securing evidence against the use of purse aciners and traps inthe Atlantic coast fi-heri-s in anticipation of a bill to be presented in the legislature to prevent the further use of destructive methods in the capture of fish. Hoxie says the New England fish- ing ports that once flourished have gone to
decay since traps and seines came into general use. He estimates that 900 vessels and more than 30,000 men have
withdrawn from the fishing industry to seek employment elsewhere.
