While a saving will result from the rising value of the dollar. all the men to whom he spoke were greatly concerned about the rising costs of material and labour which are much high- er than the expected saving due to new exchange rates.

QUEBEC. Sept. 3 - No one wrecked the dominion-provincial constitutional conference. But one man nehriy did. Three guesses who it was. Quebec's Maurice Duplessisv 8aska.tchew,gn's Tommy Douglas? Ontario's Leslie frost? No.

It was Premier Walter Jones of Prince Edward Island.

Mr. Jones makes no secret of the fact that he was very mad at the federal government. Others agree that at one point-Wednes- day-he came close to walking out of the conference and going home. However he was persuaded to stay and now the P.E. I. premier says he will be coming back to the next plenary sessions in December when he will renew his demand for jus-

tice.

The issue that irked Mr. Jones and nearly upset the conference was a. ferry. This is not funny to the Islanders. They are absolutely dependent on connection with the mainland, and the nine-day rail- way strike which also tied up the car ferry hit them harder than al- most any part of Canada.

Mr. Jones' case is title: As a condition of entering confederation. Prince Edward Island was prom- ised a permanent link with the nearest railway on the mainland This was a. steam railway. The Fathers of Confederation could hardly anticipate the days of air- planes and trucks, but Mr. Jones argues that the federal government of today is only concerned with keeping the strict letter of the covenant and not its spirit.

It seems that the Canadian Na- tional railway was charging 830 for every truck crossing Northum- beriand Strait on its car ferry while it assessed its own railway box cars just 82 apiece. Protests from P. E. I. brought the truck levy down to 39, but the island govern- ment- charges that gross discrimin- ation remains. it also claims that the ferry could have been kept in service if Ottawa had taken it out of the hands of the C.N.R. on the eve of the strike. '

so when the conference came to talk about entrenched clauses of the constitution. Mr. Jones reared up and said he wanted this under- taking to provide P. E.I. with ef- ficient transport service brought up in date - and then he wanted that entrenched as a provincial right.

Prime Minister Louis st. Laur- ent did not think'this -was the time to delve into such matters And that was when Mr. Jones got mad.

It was the closing cere- mony of a week's religious cele- brations marking the hundred years sirce the restoration of the Roman Catholic hierarchy in this country. Toronto's Cardinal was selected for this distinction by Bernard Cardinal Griffin. Arch- bishop of Westminster and Papal Lcgate in Britain. The Cathedral itself accommodated only half the crowd but loud speakers relayed the service to those kneeling in the streets outside. The sermon was preached by Monsignor Ronald Knox. famous throughout the R0- man Catholic world for his mod- ern translation of the Bible.

Brilliant Function

Since his arrival Cardinal Mc- Guigan has had a full program of private and official functions. Thursday night he was speaker at a brilliant dinner given by one thousand Catholic laity at which for the first time seven Cardinals and 60 archbishops from Europe and North America were guests. It took the largest dining room in Grosvenor House to seat them all and. although the guests didn't seem to realize it, London's gas strike almost reduced the meal to delicaiesnen standards. Earlier police were called out to restore order in Park Lane when the Catholic prelates arriv- ed at Grosvenor House. Hundreds stood in a cold drizzle to get a glimpse of the seven Cardinals who were resplendent in scarlet robes as they stepped from their limousines. Cardinal-McGuigan was almost mobbed and hundreds of autograph books were shoved in front of him.

On Friday the Cardinal went to Southwark. Suffolk, to conduct solemn mass in the blitzed Saint George's Cathedral which has been hastily patched up for the occas- ion. Friday evening he was guest at a dinner given by Archbishop Godfrey. the Apostolic delegate. This week the High Commission- er' for Canada. Dane Wllgress, will return from tariff talks in Torquay to hold a luncheon in his honor which will also be attended by prominent Canadians in London.
