The Indian office is believed to be in possession of the clearest evidence that France was engaged in intrigues with Theebaw, not only to deepen the breach which has existed between jim and this country for several years, but to go even farther. Behind her signiti- cant consular movements, it is broadly hinted, there are more extensive schemes, including the acquisition of Siam. Lord Duafferin,in view of the very grave state of affairs, was invested with the most plenary powers, and although for the moment France is unable to develop her far-reaching plans of conquest and colonizatioa, it is nevertheless regarded as imperative that neither Theebaw por any future Burmese potentate should be able to help herwhen she is once more at liberty to indulge those favorite dreams. Indian authorities are as one on this point,however they may differ as to the means of achieving the result, whether by a protectorate orthe simpler method of annexation. Odace gives France a conmanding footing in Mandaley, it is urged, and we should not only mar our chances of opening new markets in China, as well as Burmah, ond Lord Salisbury hss very distinctly stated how much he prizes fresh outlets tor our commerce —but we should rise up a danger upon our northeasten frontier which might, in some future contin- gency, limit the exertions - demanded

for our defence in the Northwest. In official quarters the idea that France still retains something of her old ambi- tion in regard to India, and that she is not without hopes of her mastery in China, is not by any means scouted as the mere craze of alarmists. In any case, there seems to be no doubt that her recent action in Mandalay was such as to justify the Indian Government ‘iri

taking very promptand decisive mea- sures. Itis to be remembered that Theebaw’s provocation is not merely of recent date. For seven years he has disregarded our remonstrances except

when he chose to reject them with con-

tumely. The astute gentleman who represeats France at Mandalay knew

bow our hands were tied by reason of the troubles ia Afghanistan, and we be- lieve we are within the mark in saying that when papers on the subject are presented it will be found that the indian Government has shown absolute-

ly unexampled forbearance in dealing

with Theebaw.

Geo. Sheridan’s spnual report as commanier of the United States army draws atteation tothe arduous duties of that much abnsed organization, even in a yeur of almost perfect peace. Of course the priociple work was-on_ the border,and included operations against the Apaches in the Southwest, whe are yet unsubdued, the suppression of a threatened Ute outbreak, and of Cheyenneand Arapahoe disturbances, aod macy minor matters, besides con- siderable scouting last spring along the Canadian boundary line to prevent _the co-operation of American Indians with the hostile tribes, allies of the rebel- lious half-breeds, for which service the people of Canada have reason to be thankful. Gen. Sheridan, in drawiog attention to the operations of the Okla- homa boomers, who sought to effect’ a settlement in the Indian territory, ex- presses « belief that these people were supported in their long fight with the authorities by subscriptions of interest- ed parties and corporations who sought, by drawing the atiention of the country and Congress to the fertility of the coverted region, to secure legislation that would open it up for their railway operations,
