Mr Charles Akers, the London Times’ correspondent in Cuba, speakiog of the situation in that island stated that from a military point of view the trouble seemed

to be that the Spanish troops did not follow up advantages gained. fu the

earlier stages of the insurrection when the Spanish furds were more plentiful, the commissariat arrangement was fairly satisfactory. Now it ts bad, and is grow— ing worse. The rule is for the national troops to start out from their fortified

places on an expedition with only a limited quantity of ammunition and rations, It is the exception wha

they carry supplies suiliciens to last for more than three days. The troops make a dash onthe insurgents, and, whether victorious or unsuccessful retire to their camps at theend of two or three days. Furmerly they were able to live on the country. It says that Sir Edgar Vincen’, au Englishman, who is Governor of the [mperial OU:toman Bank, has been men- tioned for the Ministry of Finance. A Russian officer will probably be Munister of War and a Frenchman Minister of the [oterior. The Grand Viser will renrain President of the Council of State. The appointments are being submitted to the Powers. It is understood that the heads of the scheme are :—

First, the raising of a loan of £5,000,600 and the placiog of the police under Euro pean control. ~ Second, a reduction of the army.

Third, each vilayete to have a European receiver, who shall be answerable to the Minister of Finance for collecting taxes and paying salaries.

Fourth, a complete revisiou of the civil and military lists, aud the removal of any officers who have been convicted of crimes or who are otherwise unfit for office.

Fifty, an entire re-organization of the geudarmery.

Sixtb, no person to be debarred from holding office because ot his religion.

Seveuth, all commun.ties to have equal rights.

Manufacturers Say That a Change in the Tariff Will Close Them Up,

The tariff commission began work in Toronto on Wednesday. The representa- tives of the various industries appeared before Sir Richard Cartwright, Sir Oliver Mowat, Hon. Mr. Fielding and Hon. Mr. Paterson, and expressed their views of the tariff, etc.

A. E. Kemp, manufacturer of enamel ware, did not ask for any change in th duty, but expressed his belief that Cana dians can compete with other nations if fraudulent valuations are prevented.

Mr. Gillet, manufacturing chemist, em- ploys 50 hands in his laboratory and has ten travellers. He will remove his plant to Chicago, whence h+ came, if the duty

Last ve-r the corresponding total was 8,290,609 tons.

Thomas A. Edison haa verified the expriments reported to have been made in San Francisco which by means of the cathode ray a blind boy has been enabled to distinguish light. Edison experimen- ted on two eubjecte, both blind, from Newark, N.J. Many tubes were tried, each with increased strength, and finally the sul jects were able to disinguish flashes. One of the men was able after 4 time to say when the jight was turned on and off. The most successful results were obtained with the aid of a red globe, and itis Edison’s intention to continue experimenting in this line until much more satisfactory results are arrived at, which he confidently predicts will be
