He thought that Mr. Dui! although not a lawyer, would grasp the significance of that fact. "I'm a sea-lawyer," declared Mr. Duff. "Oh," the Prime Minister ex. claimed, “I've always heard you re- ferred to as ‘the Admiral'." Th9 inquiry today was carried out with apparent good feeling by all parties and Premier Bennett stress- ed the point that he was making no public complaints oi allegations that reflected upon his personal actions. These were to be expected in public life, he said. But the fact was that if the charges were true, he was not fit to head the Government, and he was determined to prove. for that

v reason. that they were groundless.

Mr. Gordon did not cross-exam- ine the witnesses to any extent. He asked to make a statement before any witnesses were called but was advised to wait until he was called to the stand, which will be tomor- row morning.

The navy estimate called for an expenditure of 050,476,300, a de- crease of £1,128,700. Most oi this was accounted for in a decrease in wage allotments and similar expen- ses to the tune of £1,059,000. An average personnel of 81,410, a dc- crcase oi 2,240 men, was provided for.

The army estimate was £36,488,- 000, taking the biggest cut of the three services, £3,442,000.

The air force was allotted £17,- 400,000, a decrease of £700,000.

The new navel construction pro- gramme contains little change from last year's. Two cruisers of the Leander class top the list, with one oi the Arethusa class (5.000, to 0,- 000 tons). Also are included one destroyer leader and eight destroy- ers, four eloops, three submarines, one shallow-draft gunboat, one des- troyer depot ship, and these small craft: One boom defence vessel, one tug, two tenders and three lighters. The announcement oi naval esti- mates was eoupled with a warning from Sir Bolton Eyres-Morsell, First Lord of the Admiralty, that the to- tal expenditure must not be regard- ed as "adequate provision for the navy‘s needs."

“Owing to the extremely low price for farm produce the farmers in our constituencies are unable to turn their produce into money and thus meet the interest on thedn mortgag. not to speak oi payments on account of principal accruing from time to time. We are, there- fore, strongly of the opinion that a moratorium should be declared for at least one year and that the same should be retroactive to the 1st March, 1032.

"The situation in Ontario has been equally grave and the Attorney General of Ontario has introduced into the House there a bill (No. 75), a copy of which is herewith enclosed. We earnestly commend the principle of this bill to you and your Government and suggest that an enactment similar in prin- ciple, although possibly different in detail, be entered forthwith and be enacted at the present session of the House of Assembly. We are very much concerned about this matter as it seems impossible now for the farmers toget any money on mortgage either from the Can- Milan Farm Loan Board or from any other avenue. It will do no harm to anyone to postpone payments for twelve (12) months."

B., March 3. --'I‘he government bill providing for a temporary reduction of ten per cent. in the sessional lndemnities of members of the legislature and in the salaries of Cabinet ministers gave rise to sharp interchange to- day as it was considered by the House, sitting in committee of the whole. While asserting that members on his side oi the House were "ready and willing" to accept the cut, A. A. Dysart, Opposition leader. charac- terized the bill as "eye-wash." He declared that Cabinet ministers should accept the reduction for 12 months rather than for the eight month period provided, as the ses- sional lndemnities oi members of the Legislature represented their remuneration for a. year.

Premier C. D. Richards retorted the Opposition leader was exhibit- ing "partizanship and narrow- mindedncss."

The first division of the session came this afternoon when the House divided on party lines, 23 to 13, on a bill amending the Summa y Convictions Act. Opposition mem- bers strenuously opposed the provi- sions that s. magistrate in one county could hear a case involving an offense commltteed in another county, and if he found the accused guilty, sentence him to imprison- ment in the county where the of- fence was committed.

Tho House was adjourned until Tuesday, when the budget will be brought down.

Strike Still On

BLAIRMORE, Alta., March 3. (By the Canadian Pressy-Hopo of an early settlement in the coal miners’ strike here and at Bellevue was fast dwindling today as the 700 men declared their intention of remaining out until a miner, dis- missed for insubcrdination, was re- instated. The men, all employees of the west Canada collierles, quit work a week ago in protest against the miner's dismissal.

James Sloan. president of the Mine Workers Union of Canada, vis- ited the strike area and advised the men to remain out until their demand was met. He promised thcm food and other supplies during the "m. it was reported here.

Mr. Sweeney's testimony was giv- en in the course of an examination which covered much of the ground traversed lest year by the House of Commons committee on Beauliar- nois. However, the Senate's investi- -g-.it!on diflers from that completed by the Commons in one outstand- ing respect‘, and in a. way is sup- plementary. The House of Com- mons commitiee in its report had criticised Senators Raymond, Hay- don and McDougald for their eon- nection with the Beauharnois en- terprise: and the Senate committee is endeavorlng to establish the ex- tent to which those criticisms were Justified. Its aim is to ascertain if those three Senators "assailed the dignity arid standing oi the Sen- ate" by reason of that connection; and if they had aubmdlnated their duty as public men to their in- terest es private citizens.

Two witnesses wen herad at thO afternoon session, L. Claire Moyer, Barrister, of Ottawa, and John P. Ebbs, also a local barrister and law partner of Senator Haydon. Mr. Moyer’s evidence traversed his test- imony of last session. In April 1928 he had been instructed by his client, the late W. B. Sifton to buy in his own name and in trust for Mr. Sif- ton, 800 part interests oi the Beau- harnois syndicate. To do so Mr. Moyer had received $15,000 in bills of one thousand dollars denomkia- tion wherewlth to pay an initial in- stalment. Later an equal number of part interests had been brought by Mr. Moyer in trust for Mr. Sif- ton.

Answering Arthur L. Smith. com- mittee counsel, Mr. Moyer declared he had, on a visit to New Yorkvin company with Mr. Sifton deposited the $15,000 to his own account in a branch of the Bank of Nova Scotia" in that city, issuing his own cheque for payment oi the part-interests. He advanced the suggestion that in

ey in New York, Mr. Sifton had sought to “make it difficult for any one to know where he (Mr. Sifton) had got the money."

Prior to his death Mr. Sifton had instructed Mr. Moyer to retain the part interests in trust until such time as he (Mr. Moyer) should hear from Senator McDougald. Subse- quently these part interests were transferred to the Senator in con- formity w;th Mr. Siitorrs previously expressed wish.

The evidence oi’ Mr. Ebbs' cover- ed the transference of the part-in- terests formerly held by Mr. Moyer to himself in trust for Senator McDougald, a. transaction that took place in October 1928.

Tomorrow Mr. Griffiths will be recalled, and the committee will de- liver its decls'on with regard to al- lowing Mr. Robertson to make a statement on behalf of senator Haydon.
