The Govern- 1111-1it agreed to guarantee the bunks against loss up to l5 pert cent o1‘ aggregate loans made for ihome repair and modernization 'I'h1>. banks agreed to advance money to home owners at an ex- tremely 101v rate of interest for this type of transaction. The Com- mission undertook an informative 111111 educational campaign, ﬁnan- cod by public spirited concerns and 11111111111112115. to acquaint the public 1.11.1111 and inspire support for the plan. Across Canada voluntary connuittccs. provincial and local, were established to forward the plan. 'I*he work which they have done has probably been one of the urcatest factors in its success thus far.

A year having passed since the inception ‘of the plan. one is now able to make some slightvestimate o1‘ its italue. Has it helped to stimulate a stagnant building in- dustry? Has it provided employ- ment for any appreciable number of workers? Are Canadian homes improved and made more attract- ive and livable because the plan came into being? . Of course it should be remem bered that twelve months is a comparatively brief period and that a considerable part of the time was spent in getting the plan 11.n- der way. Thus, when we ﬁnd loan totals at the end of the ﬁrst year approximating $11,000,000, we must not lose sight of the fact that about three months were spent in getting the machinery of the plan operating.

It should be borne in mind that the $l1,tJ00,000 loaned does not represent the value of work done as a. result of the Home Improve- ment Plan. I1n the United States it was found that Bit least 93.00 was spent by persons who did not borrow to each $1.00 borrowed. In Canada. casual enquiries indicate

which it suffered and is moving forward. The Dominion Bureau ut Statistics reports a grer ‘unease in the value of building authorized during the first nine months of the present year. In 58 cities of Canada during this period b11111!- ing permits were issued to the total value of $42,750,366. or an increase of 312.066.1154 over ﬁgures for the corresponding period in 19:16. The Bureau commeiils that this "was decidedly higher than in the ﬁrst nine months in any other year since 1931."

"The aggregate for the ﬁrst nine months of this year was higher by 39.3 per cent than in 1936, anrl was also substantially higher than in any of the preceding four years," the Bureau states. “The average index number of wholesale prices oi building materials, though high- er than in any of the years, i930- 1936, was lower than in other years since i920."

During the month of September of this year building authoiizerl in the 58 cities was valued at $5.078,- 882, or an increase of 20 per cent over August 1937 and off nearly 39 per cent over September, 1936.

The Labour Gazette in its Octo- ber issue states: “Important ex- pansion was shown in buixling construction in which .Elll[1iO_\'lll£‘llL was much brisker than in the late summer of 1936." The trend was favourable in most of the provin- ces. The index number of am- ployment in the construction in- dustries stood at 144.5 on Septem- ber lst lost as against 109.0 a year ago.

It is for from the intention to claim in this article that the Home Improvement Plan is entitled to full credit for such revival as has taken place in the building indus- try. Also it is not intended to suggest that the building industry has climbed back anywhere near that period of activity running from 1926 to 1930. I-t is asserted, however, that "times are better" in the building industry, and that the Home Improvement Plan has been contributory, in a measure, to this betterment.

Revival of the building industry, of course. reﬂects itself in numer- ous other activities which, in turn, pass on the stimulus received. Not only does the expenditure of mun- ey on building mean employment for the carpenter, plumber, brick- loyor and plasterer, but lt neces- sarily involves increased activity

which stand behind the". Distri- bution and transportation compan- ies are called upon to participate in the general activity. and the result is improvement practically all along the line. In short, the building industry is vital. Let it stagnate and business generally suffers.

It is not s0 difficult to assess the value of the Plan in its effect on the homes in which Canadians

live. Such an estimate can be made by any citizen in his own community. Few cities, towns or

ilillages have failed to come through the ﬁrst your of the Plans oper- ation minus some improvements. Homes have been made cleaner, brighter, safer, more sanitary. I11 many cases a ﬁre hazard has been eliminated by the timely installa- tion of modern heating or lighting facilities. Old materials have given place to new. and many drab. shabby homes now appear 1n an attractive guise due to the simple tniracle o1 fresh paint. The Plan has zictually proven a money- maker for people who have been enabled to turn their homes into revenue producers through its op- eration. The number of loans made up to October 31st was 28,275. That means approximately that number of dwellings made more habitable, more convenient, more attractive. It also means that many other homes have been improved because of that healthy competi" einstinct which makes a man wantito im- prove his residence if his neigh- bour is doing it.

The Home Improvement Plan starts on its second year not astui untried and experimental project, but as a proven method for help- ing the home-owner, the builder and the unemployed. A yenr of operation has demonstrated that it can assist materially in solving the grave problem of unemployment.

Another Small Room Possible by Planning

Frequently, the space needed for adding another small room, auchas a Play-room searing-room or ox. tra bathroom, can best be obtained by combining a little used hall-end and a. small clothes closet. The re- sulting floor plan may not be P68111111‘. but a skilful workman will so arrange the layout at small cost that the irregularities are an ad- vantage instead of a hindrance,
