The Ottawa Banquot to Sir John McDonald.

Tue banquet at Ottawa on Thursday night, in honor of Sir John McDonald, was a grand affair. Some of the mottoes which the banquet hall were, ‘British Connexion,” ‘National Policy,” “By the Party: with the Party for the Country.” The circular windows near the roof were shields of the differen‘

covered with the Provinces and of the principal cities of the Dominion, while beneath were wreaths of evergrecns. Then beneath this again flags were arranged in alcove form over each aleove in the main part of the hall. The

d als binds together our great Confederation ;” and ‘The Lesser Britain will afford happy homes for the toiling millions of the Greater Britain.” The rest of the de- corations were on a similar scale of ap- propriate novelty.

Hon. Senator Skead, in proposing the toast of the evening, said

‘‘ He had known Sir John A. Macdonald for a quarter of a century and during that time had beea always proud to recognize him as the leader of the Conservative party and ae thie first statesman of the country. Ii he had the power to create a Peer of the Realm, he would create Sir John an Earl, and the ‘‘ Earl of Ottawa’‘ to, for he, Sir Sohn, had always been a friend of Ottawa. (Cheers. )”

speech, Reviewing the past, Sir John

said—

‘*We often hear ourselves disparaged, but those men who kuow anything about the history ef this country, who look at the Statute Book of .1863, see that we com- meneced our career by wiping out the great source of strife and contention which caus- ed the rebellion of 1837. We restored peace and concord to Lower Canada by wiping ont the feudul rights of the Seig- niory. ‘Vo enlarged the basis of our edu- cation, and allayed the indignant feeling of our Catholic brethren by giving them fair play when we had a Protestant majority. No matter what subject you touch upon, whether in the improvement of our muni- cipal institutions, or what else you will, it was granted by a Government of which I wag a member, and we carriedfall our meas- ures notwithstanding the factious opposi- tion of an unpatriotic.party.

‘‘But what the Conservative Party has done, is only a commencement of the ef- forts we intend to make. With the sup- pov’ of the ‘people, and having the confi- dlenee of the people, we intend, with God’s blessiag to develop this country, and pre- vyent.our mantfactares from being shut up in the Deminion of Canada (although it’s yotting pretty large). Weintend to spare no pains and expense to advance this great couptry, that it may assume the high posi- tion’ whica God and nature intended it should assume.”

On the other hand the Grits, while they were in power, ‘‘made some immaterial al- terations, but the same law in substance which governed this country in 1873 when we resigned was in full force in 1878 when we assumed power again. (Cheers.) The country had simply lost five years (cheers) of natural life, and Mr. Mackenzie and his colleagues had enjoyed five years of our salaries. . (Lanughter.) This is in short an epitome of the legislation and administra tion of the last five years.”

They,however,did som> things. ‘‘Among others thay appointed a Licutenant Gover- nor fox the North-West territories, a gen- tleman of the highest authority in the land, six feet four, (laughter and cheers). ‘They sent there » Sheriff and a registrar, but not a deed has been drawn but those which have been drawn upon wampum by the Indians, and there has not been a man for the Sheriff to hang ; for the only people there besides the aborigines are a few Hud- son Bay ollicers, and they have a law of their own by which they deal with their criminals. I said in the House myself, what is the use .of sending a govern- ment up.to the North-Wert, where there was po ene to govern! What is the ise of sending a registrar of buffaloes and and coyotes? (Laugher.) They had al- ready a Governor in Manitoba who was performing the duties for the whole terri- tories satisiacterily, and L pointed that out to thom. i}ut Mr. Laird had to be got rid of. They gave him $1,000 a year to act as Indian Commissioner, but they appointed as Minister of Interior, Mr. David Mills, who kaows everything and something more (loud laughter), and he thought he ought himself to govern the Indians of the North West from Ottawa, and the con- sequence wis Mr, Laird threw up the In- dian superintendency in cisgust. 1 do not blame him, because he had no control, no responsibility, and it was infra dig. for him to be there without the power of doing that which he was appointed to do.”

This is really a hardship our merchants, who cannot refuse to také them in payment for small wares. Once in the coffer, there they remain, as those who tender script invariably refuse to take them in change. Cannot something be done to

abate the nuisance !

The Sugar Beet.

We clip the following from the Moncton Times of the 28th :—

To the Editor of the Times.

Srtr,—As action is being taken in Moncton tending to the erection of a sugar refinery I would suggest to the promoters of the scheme the desirability of looking carefully into the suggar beet question with a view to a system atic agitation of the matter among the agricul- tural population of New Brunswick and P. E. Island. Dr. MeNeill of New London, in this county, who takes a warm interest in agricul- ture, has proved the feasibility of converting the sugar-beet into molasses, with the rude machinery at hand on a farm, and it is simply a question whether this could not be done on a large scale very cheaply, and the raw material thus obtained shipped in barrels or tanks tothe refinery. It is certain that the freight charges would prevent beets being shipped in bulk any great distance, and equally certain that one refinery ina central place such as Moncton would be ample for a long time to come for the wants of New Brunswick and P. E. Island. The solution of the difficulty lies in the treatment of the beet so that the refuse matter shall be left at the growing place for cattle-food, etc., and the sugar portion extracted in a cheap manner and sent to the refinery. If this can be done I think the farmers of this Island would glad- ly go largely into the sugar beet cultivation to take the place of the oat crop, which is very exhaustive on the soil, and for the past two or three years has not been very profitable. -

Report of the Tenant Farmers’ Delegates.

The following has been cabled to the Toronto Globe as the substance of the report of the English Tenant farmers’ delegates, on their return home ;—

Lonpon, Noy. 26.—Several of the tenant ? farmer delegates who-have arrived home

capabilities and agricultural enterprise of the Deminion. They recommend Ontario and Quebec to farmers with large capital, Manitoba and the North-West being suit- able for young farmers. They speak in high terms of the Dominion generally.
