Th“ lllllilic is now familiar with the. details of the Royal visit which begins in Prince Edward Island on MONEY. and there is general ap- preciation of the. fact, that so many Oppfil'tlmitics have been provided-— particularly in Charlottetown—of demonstrating the warmth of wel- come to Her Majesty and Prince Philip which is in our hearts at this time.

The official functions, of course. are important. but they will of necessity be limited in attendance to comparatively few. There will be no such limitation on the numbers who will be able to greet their Sover- eign as she drives through our pub- lic streets. In view of the special cir- cumstances. this may well be term- ed one of the. most. memorable events in our Island history. It is to be hoped that as many of our people as possible will find means of pain ticipating in it.

Traffic is going to he. a big prob— lem. however, and it is essential that. due heed he paid to the warn- ing by the police against parking vehicles anywhere on the routes along which the Royal motor- cade will pass. We cannot empha- size too strongly the need for the fullest cooperation in this matter, as well as for the careful observance of other traffic regulations.

We all want this great occasion in he a resounding success. unmar- red by accidents of any kind. We want the story of that success to be heralded across Canada. to be cabled across the Atlantic and head- lined in every newspaper in Britain and throughout, the Commonwealth. Let’s not. leave it. to the officials. than. to do all the worrying in this regard. We all have responsibilities, and we can all play our part. in in- suring the desired result.

Bicultural Problems

There. is a belief among some Canadians that. "bilingual" and “bi- cultural" problems are peculiar to this country. But this is far from tho truth. as pointed out. by J. B. Rudnychy. a member ofllhe royal .commission on bilingualism and hi- cul’ruralism who returned recently from Europe where he spent a month in two of that continent‘s bilingual areas—(fanton Born in Switzerland and South Tirol in Italy.

A nation of 5.5 million people. Switzerland has three official lang- llages—(icrman. French and Italian. In 1938 Romansh was ceremonialiy proclaimed a fourth “national” lang- uage of the Swiss people. At pres- ent German is spoken by 72 per cent. of the people. French by 2] per cent, Italian by six per cent. Romansh by one. per cent. In ad- dition, there is a. considerable num« ber of dialects.

In the canton of Bern the south- ern. French. part is actively oppos- ed to the German majority in the northern part and is striving for a separate canton in the Swiss con- federation. One of the. most. recent separatist. demonstrations was held last month at Les Rangieries (lur- Ing the commemorative celebration of Swiss mobilization. Some people were wounded.

In Italy's South Tirol. the Ger- man-speaking majority there has been waiting since 1945 for a ling- uistic and cultural autonomy. situation exists. So far there have been five dead and IS Wounded. ac- cording to official lists.

Mr. Rudnychy says the foreign ministers of Italy and Austria have been meeting in Geneva to pave the way for talks designed to solve the problem. But here and in other parts of Europe there are grievances of long standing. some of them of a more explosive nature than in Quebec. Based on cultural. econom- ic, political and other differences between ethnic groups. they erupt with violence from time to time.

If we lravcn'l heard much about. them in this part. of tho world, prob- ably it‘s because we‘re self- centred to concern ourselves with matters beyond the range of our own interests.

Should Be Debaied

In August, )Ir. Pearson wrote the provincial premiers a jaunty letter about plans to allow any prov- ince to Contract out. of a long list of federal-provincial programs. Que- bec. which has aready taken full ad- vantage of tho, offer. will by 1966 receive as compensation I? per cent. of personal income taxes levied by the federal authorities in that prov- ince. So far. other provinccs haven’t followed suit. But what will hap- pen if and when they do?

Perhaps this is the question that has reportedly brought the federal cabinet under fire from a number of its own party supporicrs. who fear that the opting-out formula is a step in the wrong direction. and that the Liberals are giving a public im- pression of willingness to make too many concessions to Quebec.

The Ottawa Journal suggested the other day that these contracting- out arrangements are serious enough to warrant early full-scale debate in Parliament. Is the government pre- pared. it asked. to continue indefin- alely in the rule of chicf lax colleclor while others have the pleasure of spending the money raised? A policy of financial appeasement in dealing with the provinces could have disastrous results on the structure of tlic nation.

Needless to say. it is the prov- inces with the smallest tax poten- tial that are most seriously threat- ened under a policy of this kind. Prince Edward Island is in a par— ticularly vulnerable position. It Would be helpful. indeed. to have the whole matter debated in Parlia- ment—helpful and of much more concern to our taxpayers than the wretched controversy over other matters that has taken up so much of the time of lhe current. session.

New Ground Rules

Advice to candidates seeking the. women‘s vote in the current IRS. election campaign: No flattery; no patronizing; solid discussion of basic issues. And. most emphat- ically. no baby kissing. ’l‘hal‘s the word today from leaders of import.- ant women’s groups, and campaign- ers hoping to woo a sizable share of the nation's 381;. million female voters had better pay attention to it.

About baby kissing. “that would not make an imprchion on me whether I was the baby or the vot- ing mother," says Mrs William Hasehrook. president of the Gen- eral Federation of Women’s Clubs which has a membership of 11 mill- ion. As for fi‘attery—speechmak- ers' chivalrous references to “the magnificent array of pulchritude in the audience" just doesn't go down any more.

“Women.” says this authority. "have no time for these amenities. They want. to get, down to the basic issues. Since what we want is to stress a togetherness world, a part- nership of both sexes in solving problems. campaign speechcs don't have to be slanted to please us."

Similar views have been express- ed by spokismcn for the League of Women Voters. Which just goes to show that the world is chang- ing. and even the grand old game of political hokum may have to be modified accordingly.

Indeed. according to the latest official figures there are more jobs vacant than peopin out, of work. This mishap remains a dread- ful problem with young children. who put anything and every- thing in the mouth. No matter how careful and alert the par- ents may be. the toddler has] genius for finding and drinking household products that are not meant to gp into the stomach:
