There is no ruler in the world so interest- ing to-day asthe Emperor of Japan. He has moved from his capital, Tokyo, 400 miles westward, to his naval station at Hiroshima, and he has practically taken control of his army. He has his parliament and his cabinet with him and he is direct- ingthe naval and military forces by tele- craph. There is no monarch in the world whois les understood and of whom the world krisrs little. You hear little said about him in Japan, and the informa- tion which | got had to be worked for and it ouly came in to many ques-

tions. Among others whom I interviewed on the subject was his majesty's grand master of ceremonies, Mr. Sannomiya.

Ile told me that the emperor was the hard- est worked man in Japan, and that he had directions to bring all telegrams that came coveerning the rebellion in Corea directly to him. no matter what hour of the night they came. He said his whole day was devoted to work, and that he had his lingers on nearly every branch of the gov- ernment. J heard the same from other Japanese statesmen, and the change in ' Japan is no more wonderful than the change Which has taken place in the char- acter of the emperor.

The present Emperor of Japan was kept in a sort of aylass cage, figuratively speak- ing, daring the first third of his life. He was 45 years old last November,and was put on the tirone at the age of 15. This was when the Shogun was still conmmander-in chief of the army, and was practically the ruler of Japan,

His palaces are now a combination of Europe and Japan. They cost $8,000,000, nnd the walls of many of the rooms are sliding ones, made of immense plate glass doors in lacquered frames. They are so arranged thata great number of rooms thrown into one, and many of the parlors are large. Some are ceiled with the most magnificent embroideries, and there is one room which has a ceiling of gold-thread tapestry, the cloth covering of which cost $10,003. Many of the floors are inlaid, and they are all covered with the finest and so/test of white mats, on the top of some of which are magnificent rugs. I dou’t know how many rooms there are in the palace buildings, but they run well up into the hun ‘reds. There is one dining- room that will seat one hundred people. There are ballrooms and drawing-rooms, libraries and studios, and there are bed- rootus finished in both foreign and Japan- ese style. The banqueting hall takes 540 square yards of matting to cover it. Its ceiling glows with gold and its walls are hung with the costliest silk. Therearesix imperial studios in the palace, and the throne chamber has a ceiling paneled with the Japanese crests. It is here that the em; receives the foreign ministers, and he talks to them through interpreters. They bow three times when they come in, and also bow three times when they back out, and tie receptions asa rule are very stiff on the part of both the mikado and the fereigners.

The Emperor of Japan, according to the pcople most closely connected with him at ‘okyo, bas by nd means an easy office to fill. Japan now contains more than 40,- €00,000 people, and there are a baker's cozen of political factions, many of which are anxious to create trouble. The chang- ing condition of the people makes plenty of work. You can never tell who is going to fly off on a tangent, and the newspapers have to be carefully watched. The em- peror keeps his eyes on everything. At least I was told He rises early, and breakfasts about 7 o’clock. He uses a knife and fork whenever he takes foreign food, but he prefers the chopsticks at his Japanese dinners. He eats both kinds of fool, and is very fond of rice, taking it with every meal. He likes meats, and is by no means averse tosweets. He usually eats his breakfast alone and also his lunch. His dinner is served in table d’hote style and with all the European accompani- ments. Contrary tothe regular practice in Japanese families, his wife often sits down at the table with him, and also the crown prince. His work begins as soon as his breakfast is over. From 9 o'clock until 12 he receives his ministers and dis- cusses matters of state. After this he takes his lunch and then spends a little time in reading newspapers. He watches closely the Japanese press, keeps track of current public opinion and, I venture, changes his actions somewhat to suit it. All the papers are looked over for him and the passages which he should see are marked. Ordinary misstatements or criticisms he passes over, but if a newspaper becomes at all danger- ous he gives an order to his censors and the newspaper is stopped, while its editors are iia}le to be thrown into prison. He has also the lencing foreign papers, and the articles of these Which treat of Japan are trans- lated for him, and he keeps track of public opinion all ever the world. He takes our tiiustrated papers, and the articles relat- ing tothe pictures in them are sometimes

ranslated, He does a great deal of work in the afternoon, but toward evening goes out for exercise. He is a good horseback rider and is fond of fine horses. He has about 30) in his stables, and these are of ill kinds, including a number of fine sunters. The emperor is fond of hunting, ind he has large game preserves where there are deer and wild pigs. There are vlenty of pheasants, and his majesty is said to be a very good shot.

The royal family of Japa:. has a genealogical tree which reaches to heaven, and their traditions state that the emperor comes from the gods. There have been 129 emperors of Japan and they all belong to this family. The first one governed Japan just about 2,500 yearsago. He was on the throne long before Julius Caesar aspired to be the Emperor of Rome, and 300 years be fore Alexander the Great thought he had conquered the world. The Japanese have the history of all their emperors from that time down to this, and they will assure you that the mikado is a lineal descendant of the first emperor, whose name was Jim mu Tenno. .

MUSIC AS A MEDICINE.

Influence in Alleviating Pain and Produc- ing Sleep—A Clergyman's Experience, Not till the last two or three years has an

attempt been made to bring music within the range of practical therapeutics, and to test its effects by systematic clinical inves tigation, says Chamber’s Journal. This fact has been taken in hand by the Guild of St. Cecilia, under the energetic and dis- criminating direction of Canon Hartford of Westminster. Already the society has made a considerable number of trials and Canon Hartford has recorded their results -in the medical journals. As a type of these results we may quote Canon Hartford's account of a visit to the London temper- ance hospital and the St. Pancras infirm- ary: “The choir of the guild—comprising three vocalists, soprano, contralto and baritone, and three instrumentalists, first and second violins and harp—visited the hospital above mentioned. Several of the patients appeared to be suffering much, notably one whose leg had been crushed in the railway, another afflicted with dropsy, and who were shedding tears with great nervous depression. The music lasted half an hour, and when it was over enquiry was made of the patients. One and all said it had soothed them, the patient who suffered from dropsy remarking that the pain had kept off while the music was being played, and returned when it ceased.”’

At the St. Paacras infirmary there was a patient suffering from melancholia, to whom they played a lallaby. After’ the performance she told auurse that she liked it very much. “On this the superintend- ent came to me and said: ‘This is the first time she has spoken in a forinight.’ Shortly afterward a male patient suffering from delirium tremens was brought into the ward. On hearing the first notes of the music he became quite calm and at tentive though his attendant had been half afraid to bring him on account of ont- breaks of violence.”” The following day Canon Hartford returned to the hospital and found the three worst cases very much brighter, and they spoke with gratitude and very warmly of ‘the benefit derived from soft music,

Canon Hartford draws a distinction be- tween the class of music which should be given to alleviate pain and to produce sicep. In the latter case the music should be, of course, very soft and monotonous. There should be a constant repetition of similar phrases, and no striking or unex- pected effeets should be allowed. To dis- tract the mind from pain—mental or phy- sical—the music should be of a more at tractive order, but still soft. Whether in ali cases soft music is better as a medicine than lively and exhilarting airs has not yet been clearly determined. Probably it varies with each particular case, but at any rate, with soft music one does not run the risk of injuriously exciting the patient, which might possibly be done by music of a lively character. The softness must be extreme. Canon Hartford remarks on the difficulty of getting singers who can sing very piano, and proposes to have them trained with this particular object in view.

Criticism,

Professional art critics are by no means the only people whose opinions of pictures are worth hearing, 2s many an artist has found out. Michael Herlihy had his little shop insured in a popular company and the agent presented him with a highly colored lithograph representing the burning of a block of buildings.

Mr. Herlihy surveyed the picture for some moments, muttering to himself the while. At last he turned a dissatisfied face upon the agent.

“Iv’s moighty purty,’ he said, “but it’s mesilf doesn’t call itcomplate, sorr, not by anny manes.”’

“Indeed,” said the agent. wanting, Mr. Herlihy?”

“There's the buildins, all roight,’’ said Michael, ‘‘an’ there’s the foire ingines, an’ the ladders, an’ the horses, an’ the shmoke an’ cinders. There’s the payple runnin’ an’ the foiremen climbin’ oop and doon. But,” said Mr. Herlihy, turning his back on the painted conflagration and confront- ing the insurance agent with an expression of strong discontent, “‘who iver in the w. ide wurrld saw a blither av that koind goin’ on, an’ not a bit av dog anywhere to be sane on the sthrate, sorr? Who's the man ’¢ painted that plether. In many of the churches quaint and art- less carols, with no less artless accompani- ments coming from another age less fickle than our own, are brought into the service of the midnight mass. After the mass is over the reveillon is still held, even by those who no longer go to mass. This reveillon—the good old custom of the after midnight supper following the mid- night mass at Christmat eve—dies out with difficulty from any Frenchman’s im- agination. Its material signs are blood sausage, traffled turkey and pate de foie gras. Its noral sign is a temporary thaw- ing of the ice of religious neglect, even when the fete is held by wild young men in restaurants. In the early Christmas moruing when the dawn is not yet creep- ing up you will be roused, and roused again by the rattle of carriage wheels and snatches of Christmas song at the hour when Paris is usually the guietest. No matter who the singer is, the song of Christmas day is there.
