Toward Freer Trade

As ‘the year I947 draws to its cldse, the frustration of many of the immediate aims and objectives of the United Nations has become ap- parent. One bright spot is the results achieved last month by the International Trade Organ- ization negotiations at Geneva, which has been hailed as the greatest single step toward world peace and prosperity since the signing of the U. N. Charter.

As conditions now exist, the American dol- lar is, relatively, the only currency that is of any value in terms of purchasable goods. Europe, in buying American goods, therefore has to have American dollars to pay its bills. Under normal conditions, European countries were able to ob- tain these dollars from the sale of their goods abroad. However, Europe, disrupted by war, will be Zn no position to produce goods for sale, un- less it ls able to obtain American machinery and materials to habilitate its industry; but even this in turn requires American dollars. This situ- ation seems to lead in a vicious circle.

Fortunately the nations showed ot Geneva that they are taking steps to break the circle. They have abandoned the short-sighted economic nationalism which prevailed following the First World War. The reduced tariffs resulting from the l. T. O. Geneva agreements are designed to assist a dislocated Europe to compete in the world market and ultimately regain its former pros- perous position, to the benefit of all. Almost immediately the beneficial effects should be felt by reduced prices on goods that do not re- quire American dollars in payment, and by the boost given to such export industries as the lum- ber business.

This is of necessity a long-run plan, full re- sults of which will not be felt for some time, for the reconstruction of Europe cannot be accom- plished overnight.

Because it will take a long time to accom- plish, it is necessary immediately to assist Europe to re-establish itself on a sound footing. This is the role of the sfop-gap aid envisaged in the Marshall Plan and the extension of credits fa Europe by such agencies as the International and the Export-Import Banks.

The Ottawa Journal supplies the answer. it says‘

For 75 cents the Parliamentary Restaur- Qt serves a luncheon or dinner consisting of e choice of fruit juice or soup; usually e choice of two meats such as pork chops or roast lamb, with fish or cold cuts as an alternative; for des- sert a choice of pudding, pie, or ice cream and cake; a choice of tea, coffee or milk.

The eyes of a goodly portion of the United States were focused upon the tiny town of Ever- glades City, FIa., on December 6, when Presi- dent Truman dedicated some 2,200 square miles of tropic jungle as the Everglades National Pork. Everglades City, gateway to the Ten Thousand Islands, is noted as the headquarters for fisher- men ond hunters, for its magnificent royal palms, for its free frogs that yowl nights like newly born babies and for its Seminole Indians.

The Seminoles, who drive into town on cer- tain nights in their old jalopies to attend the movies ‘(the wives patiently stroll around outside until their menfollr emerge), are quiet people who rarely speak to tourists‘. The women usually ore picturesquely dressed in calico, with several pound: of beads wrapped closely around their necks, and ore generally timid.

Once there were about 3,000, a number that dwindled to about 200 and ha. increased to possibly 500. Most of the Semin- oles were moved to Oklahoma more than I00 years ago after the second Seminole war; the descendants of those who refused to go have never formally made peace with the United States and do not recognize its jurisdiction.

The proposed increase of Great War I vet- erans' pensions is totally inadequate in view o. the fact that the Prime Minister says it repre- ‘sents only ll per cent whereas the cost of liv- ing has advanced 43 per cent since Great War II. The proposed new rates are: For totally dis- abled veterans and pensioned widows, the Gov- ernment will introduce a bill increasing the pensions by $l0 a month. For partially disabled veterans, there will be proportionate increases in pensions. It is estimated there are l60,000 dis-_ obled veterans of the two wars and more than 20,000 pensioned widows.
