Proceedings in Parliament THE RE-DISTRIBUTION BILL

Monday afternoon’s session was devoted to the considc ration of the criminal law.
Monday evening the redistribution bill was again taken up, when Mr. Somervilic, after a lovg and irrelevant speech, during which he was several times called to order by the Speaker, moved that the bill be not read a second time, but that it be re- solved that, in the opinion of this House, the readjustment of the representation of the people in Parliament should, for the present, be confined to those provinces where it is rendered necessary by the re cent census.
On Tuesday the debate on the redistribu- tion bill was resumed by Hon. David Miils, who was followed by Mr. Davies. After speaking for some time on the general principles of the bill, he turned his atten ‘lon to the rearrapgement proposed for the Island. He condemned the breaking of county lines which had existed for more than acentury. Why should the Island be treated differently trom Nova Scotia and New Brunswick, several of whose counties elected two members—for instance, Pictou Ceunty, Cape Breton County, Halifax City and County, St. Jobn City and County ? The county lines should not be disturbed. If the Island was entitled to only five mem- bers, then let one be taken fromm King’s County, which had cnly a few thousand more than the unit, while Queen's Counry had more than suflicient population fcr twu members, and Prince County was a few thousands short. The same state of things existed in New Brunswick, yet it was not proposed to treat county lines to equalize constituencies. For instance, Restigouche has 8,309, and is allowed one member;
| Albert, 10,971, and is alowed one member;
while Westmorland, which has 41,478— enough for two members —is allowed only one member. Mr. Davies declared that jthe rearrangement of the Island had been | prepared by some one, having a local knowl edge, for the express purpose of ge:ryman jdering himsélf and Mr. Yeo out of the | House. There was no other possible com- bination of townships which human ingenu- \ity could suggest which would have any |chance of gerrymandering (heia out of their seats. He was not so enamoured of politi- cal life that he cared much about it; but he would make a fight for his hfe. Mr. Davies was followed by Mr. | Macdonald, who sp:kejas follows : I have listened with a good deal of atten- tion to the remarks made by the hon. gentleman from Queen’s (Mr. Davies) and I am certainly very much surprised at the position he takes with respect to the pro- | posed division of Prince Edward Island. He has told us in the course of his remarks | that we have introduced for the first time into the Lower Provinces the principle of |gerrymander, but 1 venture to say that iwhen the members of this House and the people of the country understand the posi- tion that the hon, gentleman himself and his political friends have taken in Prince Edward Island in gerrymandering that | province in the interests of themselves and ‘their friends in the Local Government, they will come to the ccnclusion that Mr. Davies is not correct when he says that this is the ‘firat time that the principles of gerry- mander were introduced into the Lower Provinces. 1 do not iutend to argue that because Mr. Davies and his party do a wrong, that we should do ancther. I con- tend that the sub-division of Prince Ed- ward Island under the b:li before the House is the only just and reasonable measure that could be introduced under the circum: stances. We find that under the census recently taken Prince Edward Island had to lose one of its representatives, and in order that the number should be reduced Mr. Davies says: Why not do as they have done in Nova Scotia, amalgamate two counties ; why aot apply the same rule to Prince Edward Island that you have done to Nova Scotia and New Brunswick ? That cculd not be done in Prince Edward Is- land, because we had no small constituen- cies that could be doubled up as can easily be done in the osse of Nova Scotia and New Brunswick. Mr. Davies is quite willing thac one of the members of King’s County should be legislated out of his seat to muke room for him, forsooth, or for some of his friends. That is a very plausible story from his own standpoint, but let me inform him again that the Gov- arnment have made a fair and equitable division of the ridings. I dare say my self would have preferred to have left my own County of King’s whole as it was, but ander all the circumstances of the case avthing else could have been done than to naks the division proposed by the Govern- ment. 1 am speaking from a Prince Edward {sland standpoint, and | tind that the Gov- zrnment have made a very fair and reason- able distribution of the population and of he ridings. It was quite necessary under he circumstances tu interfere with the sounty lines in order to make that divi- sion, but this Government never went 80 ‘ar in interfering with the counties as the ion, gentleman and his friends have in the Local Legislature. It seems as if Mr. Davies has given them a leaf out of the yook of the leader of the Goveramenrt in Yotario and hia political friends in the dif- ‘erent provinces, because we find that he ind his political triends have not on'y inter- ‘ered with the county lines, but they have nterfered with township lines as well. Chey have interfered in the same way with he township lines in the local constituan- sies in Prince Edward Island; but in this 3ill the Government have not interfered in way way with towaship lines. Chey took another Conservative township from the next adjoining local constituency and also added it to this constit- uency. They then jumped across a township and tcok two half townships from another constituency and added them here, in order to hive their political opponents and turn a majority of eight against them into a majority of eight in their favor. This was done in order to keep in power a Government which ruled with an autocratic sway by a m»jority of one, and it shows what these hon. gentle- men, who are so indignant with us for mak- ing # fair redistribution of the Province of Prince Edward Island, wili do when they have the power. I must say that the pre-: sent redistribution is a fair and reasonable one. Mr. Davies says that the object of it is to gerrymander Mr. Yeo and himself out of this House. That, on the face of it, shows how far astray the hon. gentleman is. What are the facts? The facts are that the hon. gentleman himself, according te the proposed redistribution of Priace Edward Island, will have a maicrity of about 400, and Mr. Yeo will have an equal majority. If the bill had been designed to keep the hon gentleman and his friends in power, and tu cause my hon. culleague and myself to step out, it would have been all very well; but instead of that, we have mace a fair and reasonable distribution, and we take our chaness iu our county us it now stands. Yes, a fair and reasonable chance and a fighting chance. I am pre- pared t» take the cunstituency either as it now stands, or with the whole county ; and the bill leaves a fair fighting chance ia the aj ming constituency, which includes the baiauce of King’s County. Then Me. Davies will still have a constituency in Charlottetown, with a good fair m:jority, and I do not think he hasany gvoud reason to grumbie. It would be all ver fine if we so redistributed tie Pro- vinca of Prince Ejiward Isiand as to put the honorable gentleman and his friends in such a position that they would be sure tocome back here. The Govern- ment have not done that, I dare say; but they have given them a chance to win their spars, and to come back here again if they can, These hon. genilemen are also very loud- mou hed in favor of the principle of one man one voie, and the extension of the franchise; but what do we tind themselves and their triends doing in the Local Government? We fiad them not only gerrymandering the local constituencies in Kings County, as I have shown you, but disfranchising a large portion of the electors in the province. By their local law they disfranchised all the employes of the Dominion Government, This is another of those magnanimous things which our hon, friends are so loud-mouthed about. They also, in their local bill, gave a vote to every man holding a mortgage, thus giving the power to the monied men of the country over the industrious, hard-werking farmer who might uafortunately have a mortgage hanging over his head. Mr. Macdonald—{ beg the hon. gentleman’s pardon; I meant te say a township. There bas not been a township broken up in Priuze Eiward Island by the present redistribution, as there has been by the Local Government of Prince Edward Island, and by the hon. gentle- minsfriende in the Province of Oatario. Lhe only interterence which the present biil hes male with old established lines has been with county lines; but that was unavoidable in making a fuir redissibution; and therefore I contend that the biil a:l through is as fair s one as it is possible to make while re- distributing the population of the province as a whole. ow, the population of the old constituency of King’s County was 26.631, the population of the present constituency is 21,694, which is as close to the unit as it is possible to come. Queen’s East under the present biil will have 23,456, and Queen's West 22 210. Prince East wil! have 20,723, avd Prince West 20,987. These, as will be seen at a glance, are as close to the unit as it is possible to get them without bres king into the township lines. I myself would never have corsented t» breaking into tle towr- ship lines, and any little discrepavey existiog becween the unit and the figures ] have given could only be made right by breaking into the townsbip lices. The re-distribution, as a whole, is # proper one in every sense of the word, and aa fair a one es it ie possible under any circumstances, to bring about.
Mr. Yeo spoke at length in opposition gen- erally to the Bill and particularly to the pro- posed vedistribution on the Islahd and the oreakiag of county lines. In his opinion if an electioa took place on the Island to-day not a Conservative would be returned. It was a matter of regret that the Island shoald lose a represuntative ; such a thing had never been contemplated. But on the contrary it was anticipated that, as years went on, the repre- sentation would increase. But the brilliant prospects which had been held out to the Is- iand on going into Confedoration had not been fulfilled, and the best of the people were every day leaving for the United States, If

it was highly probable that after the next census the Island would lose another member. He had been on the Island recently, and everyone he had met, irrespective of party, aad denounced the proposed gerrymander.
