Neji. who won the gruelling 21/2- mile race over 13 jumps last year under 173 pounds, packed a staggering 176 Wednesday. It was just too much.

Benguala, owned by the Mont- pelier Farm and ridden by Al- bert Foot, the French jockey, carried 147 pounds. This was 29 less than Neji, who got second place by 41/2 lengths over John Schiff‘s Tariboots, with 133.

Benguala won $34,860. Neji, greatest money-winning steeple- chaser in history. collected $10.- 000 for second place and sent his winnings to $267,664.

Frank Lane of Cleveland, chair- man of the committee appointed last month by baseball commis- sioner Ford Prick, said, “we pro— pose that there should be an un- restricted selection of all players assigned to pro baseball contracts following enactment of this legis- lation.”

The plan will be submitted to the major leagues at their Dec- ember meeting in Washington, DC.

Under the plan, each major league team would be permitted to draft as many players as de- sired from the minors regardless of experience. The current ru‘. allows otin the selection of any number of players who have four years experience. The draft price was raised from $10,000 to $25,- 000 last year.
