Philharmonic Society.

Tue Philharmonic Society is arranging to begin active work for the coming season in a few days. As the institution has prov- ed itself valusble as an educational factor in Charlottetown, we nope that the citizens will give every encouragement to the work

ort of the executive committee appointed to arrange about the work for the coming year, and practices will probably commence on the following week.

So far in the history of the divisions or cl ques have been formed, and we hope that the institution may happily avoid them, and that individual opinions or preferences may give way to the main question of what is best to be done for the welfare aad continuance of the Society. The music to be taken up for the first con- cert will probably be some of the simpler choruses from the beautiful operas of Beethoven's ** Fidelio,” Weber's **( Yberon,” ‘** Kuryanthe,” and ‘* Der Freischutz,” Mozart’s * Die Zauberfl te” and ** Figaro,” Handel's *‘ Acis and Galatea,” Gluck’s ‘ Ephigenia,” and Auber’s * Masaniello.”” As all these choruses can be had with orchestral arrangements, it is hoped to place the orchestra on a permanent footing with the Society.

The Quebec Matter.

‘Tue following points are made clear in Governor Angers letter to Mr. Mercier :—

1. That the mode of raising funds by letters of credit without the sanction of the representative of the Crown is not recog: nized by law. :

2. That in the case of the Baie des Chal- eurs Railway company no order-in council was ever passed authorizing the Provincial Treasurer to draw any sum from the treasury. i

8. That the system of thus drawing on the finances of the Province by means of letters of credit is prejudicial to the public credit. =

4. That it appears that in paying $175,- 000 to Mr. Armstrong the Governmeat has made a payment to # person to whom lt owed nothing.

5. That the sum of $100,000 paid to Pacaud has deprived by that amount a pub- lie enterprise of its subveution voted by the Legislature. ;

6. That there exists between the Gov- ernment and the creditors of the Province a gate where tribute must be paid before doing justice to the claimants.

It is stated that Mr. Mercier questions the right of the Lieut.-Governor to inter- fere in the way he has done. That is to say, the country may be robbed by mem- bers of its own Government to the tune of

hundreds of thousands of dollars, and the head of the Government must say nothing. Silence and inaction under such circum. stances would imply connivance on the part of the Lieutenant Governor in the crime that has been committed.

The Cochrane Case.

Ir will gratify everyone who is not an extreme Grit to learn that the charge pre- ferred against Mr. Cochranv, M. P., of making merchandise of appointments to of- fice for his own profit, has been completely disproved. The charge was a serious one, inasmuch as @ meaner or more disgraceful act than that which has been described as **politieal simony” can hardly be imagined. While Mr. Cochrane stands exonerated from this offence, the facts elicited during the investigation of the case were noc

creditable to all coneerned. It ap- pears that members of the Conser- vative Advisory Committee in Mr. Cochrane’s district had, in several

instances solicited from applicants for oftice contributions to the election fund upon which heavy draughts had been made by reason of election protests, petitions, etc. In some instances these solicitations had been successful. The practice here describ- ed is vicious and reprehensihle. We are glad to note that it has been condemned by the Parliamentary Committee and by Par- liament.

—Sir John Thompson incurred the emnity of Rykert, the boodler, who was dealt with last year. Sir John, like Cleve- land,is honored in the enenies he has made.

—The Dominion Alliance estimate is that Canadians last year spent $37,885,258 on’ alcoholic beverages. Are we spending more for grog the richer we grow ?

—It is noted as an interesting fact that while the majority report in the Tarte- McGreevy case suggests that all the guilty conspirators and boodlers be punished by course of law, the ininority report is silent upon that part. The opposition would be fully satisfied if they could persuade the country that Langevin is guilty of charges which have not, after a long and careful examination, been proven.

LETTERS TO THE EDITOR Iuterchange of ‘Pulpits.

Sir, --I ask you to kindly insert the fol- lowing extracts from the report of anaddress on ‘*Reunion,” delivered by Canon Lucock before the English Church Con- gress of 1889, as they will, I think, be a suflicient answer to the letter of ‘* Another Churchman,” which appeared in your columns yesterday.

‘* He could hope for little from the pro- posed interchange of pulpits with its utter bewilderment to those who listened on one side or the other, unless at least the broad- est platitudes were preached. He looked with the gravest apprehension on auy scheme whatever which tended to compro- mise one atom of the rightful position of the Church as the one legitimate heir, of both the commission and the promise, ‘*Go ye and teach,’ make disciples, and ‘Lo, I am with you always.’ (Loud applause. ) There lay the true remedy for disunion, ‘Go ye and teach.’ Let the Church arise in the greatness of her high prerogative ; let her realize that she must make good her position by more definite dogmatic veach- ug, by teaching fearlessly to oid and young alike what she believes to be the Catholic truth. A leader of the Evangelical clergy, now raised to the Episcopate in England, had written an article in which he bewailed the indifference of his party to the practice of teaching, and asserted that it was no exaggeration to say that from year’s end to year's end not one congregation in twenty was instructed in the essential principles which separated the Church from Nonconformists. The result was that the yreat mass were Churchmen, not by convictiun, but from the accident of circumstances, and, having no answer to give to those who would entice them to other communions, they fell an easy prey either to Rome, on the one hand, or to Protestont dissent on the vther. But it more definite instruction was needed for sdults, it was far more needed for the young, for in this the true hope of the Caurch really lays. lmbue the young with a strong conviction that the Church is the body of Christ, and that it ia their highest privilege to be members of it, and then there would be a far better prospect of re- union than from any other scheme which would minimise the distinction between Church and dissent. (Applause.) : History would bearhim out inhisconclusion. Let them go back to the great Evangelical revival at the Lezinning of this century. It was marked by a distinct absence of dogmatic teaching. Its leaders set little store by the co: porate life, the sacramental doctrines aud the chief ministrations of the Church; and what was the result of the movement iu its relation to Dissent ? Why, its sects multiplied with amazing rapidity. Its places of worship in comparison with the churches became as six to one. Its ad- herents mereased at the rate of 20 per cent. It was the testimony of Skeats, the historian cf Nonconformity — ‘Dissent’ owed much of its increase to the labors of the early Evangelical party.” All houor to such meu as Venn and Eiliott and Simeon for the spirituality which they breathed in. to the dry bones that lay around them, but while recognizing to the full the tremen- dous debt they owed to them for that, they could not be _ blind to their deficiencies. Only, then, let the Church be true to her mission. Let the stew- ards of her mysteries realize the imperious necessity at the present time of more dogmatic instruction; let them teach the truth in love, but without fear or favor, all that they believed to be true; and then, though they might win back to the fuld but few that had gone astray, they would save future genera- tions from further defection, till at last in God's good time the prayer of His Son would be answered, the longed for union would be obtained, and they all should be one, even as He and the Father were. (Loud applause.)”

Sir,—It is heped that the mission of Mr. Bliss and Mr. Clarke was not in vain, Some good results should follow so large an outlay of energy and eloquence—though the demand of Mr. Bliss for $100 per week for himself and $35 per week for the singer (besides board and lodging), is not calculated to leave the impression that the effort put forth was ‘‘ all for the love of Christ.”

Sir,—In rep'y to ** Taxpayer's” letter of the i8th, he seems to be very much troubl- ed about the young men laying sidewalks. But if he would wish to learn how to lay them, he had better go to work for a spell with them, If the Councillors would send the old poll tax payers to the country and pay their board the city would be in pocket, The sidewalks are under the management of Mr. McCarron, and if they please him they ought to please a mau who wears very heavy shoes. The youngest Cardinal at Rome is 57, the eldest 84. The Duke of Fife’s baby is nicknamed “‘Dufilet” in the royal family. Right Rev. Dr. McLagan was enthroned Archbishop of York, on Tuesday, with great pomp. The richest man in Philadelphia is A. J. Drexel, who is worth $25,000,000. The city has 160 millionaires, whose total property foots up over $400,000,000. it is announced that Mr. Peter Redpath will place a magnificent new library building at the disposal of McGill University. The bequest will amount to about two hundred thousand dollars, The Rev. Father Huntingdon, who is to conduct the mission at St. Peter’s Church, is expected to arrive by this evening’s train and will drive at once to the church to hold the opening service. Ex-president Balmaceda has escaped from Chili and is now on the high seas under the protection of the U. S. flag. M. Ader of Paris, after expending more than $100,000 on a flying machine, has pro- duced one in which he flew about 100 yards.

The services ot Sir Charles Russell and sir Horces Davey have been retained to test the legality of Mrs. Maybrick’s detention in prison. Phii Robinson, special commissioner of the London Times, is in Montreal. He is on his way to the Pacific coast by the C. P. R. and is engaged to write a series of articles on Can-

Canada’s Progress.

Though the increase in the population of the Deminion does not appear to have been very great inthe past decade, we have made phenomenal progress in all other re- spects. The statistics have not been braught down to the very latest date, but as some of our contemporaries are ettribut- ing their increase in population to the national policy, it may not be inopportune to show the progress the couutry has made in ten years, from 1879 to 1889, The fig- ures are as follows :

These figures indicate a rate of progress of which no country need be ashamed. The postal and railway business of a country are a fair index to its internal development and these show an increase of fully one hundred per cent. in the ten years, follow- ed closely by the statistics of the banks.

The Pope is writing an encyclical condemn- ing the agitation for a divorce law.

During the last one hundred years 335,0°0 patents have been issued by the United States.

There are only seventeen salmon cannerics on the Columbia River, where eight years ago there were forty.

A mahogany tree in Honduras was re- cently cut into boards which, when sold in a European market, rea.ized $11,000.

In the Volga provinces of Russia women and children are wandering about market places shrieking for food.

More than 200 clairms for compensation for damage done to Newfoundland fisheries by the French have been filed.

Cholera is spreading with frightful rapid- idity in Asiatic Turkey. Nine hundred and fifty deaths in Aleppo alone from June to the middle of August.

Ex-Queen Natalie, who was expelled from Servia, has begun suit in Paris against her husband, ex-King Milan, for 3,009,000 francs, part of her personal fortune.

The Standard’s Odessa says that during the coming five weeks 10,000 troops wil! be conveyed by the Russian vc lunteer fleet from Batoum to Sepastopol and Odessa.

Wednesday last was the eighty-tirst an- niversary of the declaration of a republic iu Mexico, and numerous congratulatory com- ments appeared in the press of the United States. Among historical events recalled was that the United States protested against France’s attempted interference in Mexico’s affairs and aided the Mexican peo- ple to rep:] the foreigners by plentiful sup- plies of arms and ammunition—for cash. Among the things not recalled was that the United States wrongfully gobbled up the richest and fairest half of the sister repub- lic’s territory.

A despatch from Rome says that in view of the threatening aspect of the political situation, Signor Cuolombo, Minister of Finance, proposes to increase the amount of taxation by from 15,000,090 to 20,000,- 000 lire. The Government is privately urging the speedy completion of the men- of-war now being built, and has ordered others to Spezzia and Naples to complete their armaments. At the same time al] merchantmen classed as cruisers have been ordered to sail to given points immediately to ship guns and munitious.
