At three o‘clock this day His Excellency

Lieutenant Governor Dundas, came down to

the Council Chamber, and was pleased to open the Fourth Sessian of the Twenty-s cond General Assembly of this Island. llis Ex- cellency was received in front ol‘thc Colonial Building by a Guard of honor of the detach- ment of llcr Majesty’s 15th Regt., stationed at Charlottetown.

After a copy of His Excellency’s speech was read to the House from the Speaker‘s Chair-The Hon. J. C. Pope, a member of Her Majesty’s Executive L‘ouucil,laid on the table, the Sheriff’s return to the writ issued for the election of a member ior the First District of King's County, in room of the Hon. Donald Beaten, deceased. The Hon. Emanuel MeEachen, returned Member for said district, then appeared at the bar, and having been introduced -by the Hon. Mr. Hensley and F. Brecken. Esquire, took the necessary Oaths, and his seat.

The usual standing Committees for the Session were then appointed. the most im- portant being as follows: Committee to pre- pare an Address in answer to His Excellency’s speech—Messrs. Brecken, Yeo, Haslam, llon. E. McEachen, Messrs. Duncan, MeLennan, and Howat.——Committee on Public Accounts: Messrs. MeLennan, Yeo, Duncan, Haslam, 1Hon. G. Coles, Mr. llowlan, l-lon. J. Hens- e .

yOn motion of the Hon. J. C. Pope, second- ed by Mr. Hashim—Ordered that the Thir- teenth Rule of the House be suspended to enable a Member to introduce a Bill—after which he presented a Bill, for transferring the funds raised by the sale of the old Military Barracks in Charlottetown for the purposes therein mentioned. He (lIon. Mr. Pope) then said that since the passing of' the Act to which the Bill alluded, touching the sale of the Barrack property, it became necessary to purchase land and erect new Barracks and other buildings for the accommodation of Her Majesty’s troops in this Island—it was therefore, he said, deemed expedient, that the funds arising from the sale of the old Barrack property, should be applied towards the repayment of the moneys ad- vanced by the Government for the erection of the new Barracks, and other buildings connected therewith.

Hon. Mr. Coles opposed the introduction of the bill, on the ground that it was a bill appropriating money, and should therefore have originated in a Committee of the whole House; and he also said it was unconsti- tutional. Hons. J. Hensley and J. Warbur- ton supported the objections raised by the Hon. Mr. Colcs.

lions. Sol. General and Mr. Longworth supported the introduction of the bill, the object of which was, not to impose a burthen, but to remove it, by enabling the Govern- ment to transfer a grant for the relief of the peeple.

After some discussion, the House divided on the question as follows—

On motion of the llon. J. C Pope, second~ ed by llon. J. Longworth, Mr. Archibald McNeill was appointed Summary Reporter, his duty being to furnish each Member daily with a printed summary of the proceedings of' the House.

ROAD COMPENSATION ACT. PUBLIC NOTICE. ‘ IIEREAS a Commission has been issued directed to us, under and by virtue of an Act passed in the Fourteenth year of the reign of her present Majesty Queen Victoria, intituled “ An Act to regulate the laying out and altering of llighways, and of the Acts in amendment thereof,” whereby we are commanded to estimate the damage or advantage that will accrue to the parties thruogh whose land a New Line of road is intended to pass along the Sounty line dividing Townships Eighteen and Twenty Now we do hereby give PUBLIC NOTICE to all parties concerned, that we will commence the execution of said Commission by attending on the said line of Road, at or near oohn Cousins,’ on MONDAY the 21st day of May next, at the hour of 10 o’clock, forenoon of the same day, and will proceed in accordance with the terms of the Act 14th Vic., Cap. 1, and of the Acts in amendment
