Mrs. McInnis’ baby died last nighti; another of the Thompson family, a boy about thirteen ‘years, passed away to-day Mrs. Thompson, Euston Street, died at the Hospital this afternoon.

ACKNOWLEDGMENTS,

The Mayor acknowledges with thanks the receipt for use at the Hospital of a case of lemons from F. T. Newbery and George McLeod, Esq:.. a cartload of assorted vege- tables from Mrs. John Longworth, and a barrel of oysters from an unknown donor in Summerside, besides donations of beef tea and delicacies too numerous to mention.

REPORT FROM NORTH RUSTICO,

Dr. McNeill reports two cases at North Rustico—one developed and one undevelup ed—in the family of Mr, Angus McKenzie. It appears that members of Mr. McKenz’e’s family have lately been visiting their friends in this city, and no doubt, were at the house of Mr. George Hooper, whence the boy MeLauchlan was taken.

Dr. McNeill also reports that the case at Laird’s, New Glasgow, is of the confluent type and very bad.

THE CASE AT VICTORIA,

A correspondent writing on Monday morning says: Neil Pemphrase slept at the Rocklin House on Friday, the 13th He came up ‘o Victoria in the Heather Belle on Saturday, the 14th. Dr. Robert- son pronounced his case smallpox on Sun- day the 220d. His house has been flagged and guarded ever since. The Board of Health met last evening and instructed some of its members to secure a house to put patient in. The members appointed have been to work since trying to get a building, but up to this, 8a. m., no house

lias yet been procured. One has been cffered ata price. I think the Board will accept.

PRECAUTIONS OF THE RUSTICO BOARD OF

HEALTH.

A correspondent at Rustico writes :— ‘* The smallpox bas made its appearance in New Glasgow and Cavendish. The Rustico | Board of Health have taken prompt mea- sures to prevent the spread of the disease. They have closed the several schools throughout the district, and have forbidden the convening of any meeting for ten days. They have also flagged all suspecied houses, as wellas where the disease has made its appearance. The worst care at present is the man Peters, at the residenee of William Laird, Esq , New Giasguw. It is a very bad.one. There are two cases at Angus McKenzie’s, Cavendish. The Board are working energetically to confine the disease to its present limits,”

Dearly Beloved, —We, the Pastors of the different Protestant Charches ia the city, heing deprived of the pleasure of speaking to you frém our pulpits, and also, to a great extent, of visiting your homes as aforo- time, take this method of addressi g you.

We fuily realize the danger to which you, | with us, are exposed, by the appearance in our midst of that dreaded disease, smallpox. Your auzieties and sorrows, teloved, are ours ; we share them in common with you. Very deeply do we sympathise with those who have been bereaved of their loved ones, whether Protestaut or Catholic, as well as with those whoare still in a critical position, remembering the Apostolic imjunction ; ** Bear ye one snothers berdens, and so fulfil the law of Christ”; also, ‘** Weep with them that weep.”

We mark with pleasure the untiring efforts which are being put forth by our worthy Mayor, Henry Beer, Eaq., the phy- givians in cherge, and the different members of the Board of Health, in endeavoring to stay the progress of the plague, and pray that their efforts may be crowned with com- plete success.

We exhort you all ‘‘to be patient in tribulation,” and trust that in patience you will ‘‘possess your souls,” believing that undue anxiety will only increase the danger, aud render the efforts that are being made to arrest the disease, less effective than they otherwise would be.

Finally, remembering that we have a friend, whose compassion fails not, who hath said, “‘Csil upon me in the day of trouble and I wiil deliver thee,’’ let us in united, earnest persevering prayer, seek the strength and consolation which our Heaven- ly Father alone oan impart, that we may be prepared to fulfil all His Will concerning us, and ultimately with joy be brought to the land where the inhabitants shall not say, ‘‘We are sick,” but where immortality shall be swallowed up of life !

CLOSING THE CHURCHES,

Smr,—Can you tell me when will the Board of Health rescind the order closing our Churches? I am afraid this was a very ill advised step, however well meant. It did not result in stamping out the disease. Is deprived our people of a very much needed source of heip in these times of trial. What an aid would the Board have in the help of the ministers of the churches to calm the miuds of those introubie, But more than this: we are shut out in our united capacity from addressing Him in whose hands is the life of all flesh. Now I believe God is a hearer of prayer, but He will be ing»ired cf by his people; and when public benefita are sought they should be sought in public. Our Board of Health in their worldly wisdom has ac'ed in this instance very foolishly. They could have compassed ell reasonable ends by placing policemen at the doors of the churches to warn off aJl the unvaccinated. The rest couid enter. This might accom- piish ood in two ways. The people would be qnickly vaccinated, and the benefits of epiritual comforts and sound instruction

COMPULSORY VACUINATION,

At a meeting of the Board of Health held last evening, it was:—-

Ordered ;—That vaccination in this city be compulsory, and that all persons, malé or female,of full age, neglect- ing to have themselves vaccinated, and all parents and guardians negle:ting to have those under their legal authority and con- trol (ever the age of three months) vac- cinated, shall severally and respectively for each neglect be liable toa penalty of ten dollars, or imprisonment for thirty days.

Further Resolved:—That in order to effect such compulsory vaccination, the Board do hereby appoint the following gentlemen with authority to enter the houses and premises of the citizens, and to examine every person found therein as to whether he or she hus been prevously vaccinated, and to report to this Board the name of every person who has not been vaccinated during the past twelve months :

At a meeting of the Board of Health, held at Tignish on Monday, the 16:h inst., the following resolutions were passed :-—

1. That all vessels, masters and owners of ves- sels coming to this port, be not allowed to land yoods and passengers without a certificate from the Heaith Officer for Tignish.

2. That the inhabitants of Lots 1, 2 and 3, under the jurisdiction of this Board, be atonce vacci- nated, and any persons neglecting or refusing to comply with this order, that legal means be taken to entorce Lhe same.

3. That the Superintendent of the P. E. Island Kailway be requested to have all passenger and freight cars leaving Charlottetown for ‘Tignish properly fumigated before leaving Charlottetewn, and place a Medical Officer at Charlottetown Sta- tivun to inepect all passengers, goods and parcels

fest, and in the event of any persen, goods, ete., being found infected, to cause the same to be quarantined, and report immediately to this Board.

4. Nhat the Board: humbly request the Station Masier to transmit messages at the request of any member of the Board inquiring for information regarding the smallpox and its progress.

5. That the Postmaster at Tignish be requested to fumiyate the mail matter on tbe receipt thereot belore delivery,

6. That a Committee, composed of James Mc- Tague, John J. McLellan and Joseph H, Gaudet, be named by this Board, te Whom and from whom ali reports of the smallpox shal! be received and commnniqated to any of the members of the

7. That the Health Officer, Dr. J. H. McLellan and Jas. MeTague be requested to see that no person will be allowed to land from the cars coming from Charlottetown or any other infected districts to Tignish without having first produced a certificate of vaccination or exemption from the disease, and any person refusing tocomply with the above provisions to be punished according to aw.

8 That the Local Government be requested to instruct Health Officers throughout the Island to vaccinate all persens at the publicexpense who 1ave not already been vaccinated.

9. That ali householders be requested to practice cleanliness about their premises and remove all still waters, ana clean sinks, and use line freely.

10, That without an order from the Heaith Oitleer at Tignish no goods of any description coming to ‘Tignish per railway, vessels, or per public highway conveyances, coming from Char- jottetown. Montreal, or any infected places, or reason to believe that said goods wouid be coming from such places, the said goods to be quaran- tened.

PRECAUTIONS AT MOUNT STEWART.

Ata meeting of the Board of Health at this place on the 23rd inat., the mmebers present were Messrs. James Ross and D. Egan. The following gentiemen were sworn in members. of the Board of Health, viz: John J. McDonald, Montague Pigott and John McKenzie. The following reso- lution was unanimously carried :—

Whereas, Tne smallpox is now prevalent in Charlottetown and other districts om the Island ; Resolved, That two men be appuinted for each school district in Lots 36, 37 and 38 to assist the Board of Health in their eiforts to to prevent the spread of smallpox.

The following gentlemen were then ap- pointed: —For Glengarry District, Alexander McDonald and Joseph McDonald ; Cross Roads, Thomas Dougan and Angustine McD nale ; Blooming Point, Allan J. M>- Donald and Charles MeDonaid; French Village and Savage Harbor, Elisha Cofttin, Jvhn Doyle and Samuel Coflia ; Weat St. Peter’s, Michael Cannivgham and James McDonald ; Head Hillsborough, WH. Douglass and Patrick Bambrick ; Pisquid, D. A. MeDonald and Allan J. McDonald ; Fort Augustus, Angus McPherson and Jas. Smith ; Peake’s Station, Hugh Carrie and Anthony McLauchlin ; Dromore, Patrick McManus and Patrick McCabe. It was also Resolved, That the inhabitants of the aforesaid Jots be requested not to allow any persons about their premises, who has been in the infected Parcher Resolved, That parents and guardians of children, residing in the above lots, be request- ed to have themselves and children vaccinated without delay.

Sim,—In the Patriot of yesterday is an ediwrial paragraph, reflecting harshiy upon me, a3 one of the men in charge of the Quarantine Officer's boat, for having re- fused, on Sinday evening, to take a patient io the Hospital. That [ did so refuse is perfectly correct—it was no part of my daty as a boatman to do-so. My duties were plainly defined as being to take the Doctor on board of a vessel and back again, and to take supplies to the Hospital whenever This I performed, and more too, for after Jones was taken tothe Hospital the other day, I drove Dr. Warbnrton there several times on account of the water being rough, and took a stove and other supplies in the boat. 1 may further say that, some years ego, 1 made enquiry of the Depart- ment of Agriculture whether I was bound to convey sick seamen to the Hospital, and was instructed as foliows :—

SUSPECTED CASES AT MEMRAMCOOK,.

A special to the Moncton Transcript says :-—‘‘ It is feared that Mr. Theophilus Boudreau, of Memrameook, has the small- pox, though all the symptoms are not pro- nounced, Dr. Gaudet, who is in attend- ance, deems it wise to take all precautions, and has notified the Board of Health of his fears. Mr. Boudreav returned a few days ago from Charlottetown, where he has been working this summer for Mr, T. C. Connor, on the Dominion Building there. Steps will be taken by the Board of Health to have a general vaccination throughout the Parish. There is much alarm at the reap- pearance of the disease here, and it is feared that it will spread, as many workmen have recently returned from the Island.”

The Gospel Army Jeft Summerside to- day for Chatham, N. B. They write that it is their intention to return again to the Island as soon as the epidemic is over. The Town Counci! at Summerside, owing to the alarming reports from Charloitetown, have closed down all public meetings for the present. Moncton and other places in New Brunswick are sharing in the general excitement.

The Reichstag Opened.

The Reichstag openel Nov. 19 with the usual formalities. The Imperial speech, in substance, was as follows :— “The Pope’s mediation is expected to seitle the Carolines question in a manner corresponding to the friendly relations existivog between Spain and Germany. The foreign relations of Germany are peaceful and friendly with all nations. The Emperor confidently hopes that the Balkan couflict will not disturb the peace of Europe, and trusts that the sigaers of the Berlin treaty will succeed in securing respect for the treaties by the peopie reudered independent by them.” The Emperor says he is animated by confi- deuce that God’s blessing in future as iv the past will be granted to Germany's efforts to maintain peace. The speech poiuts out the necessity of increasiug grants for the army and navy and ap- nounces that Bills will be presented deal- ing with the taxation of sugar and brandy, the extevsion of the Accident Iosurance jaw, formation of the canal connecticg the Baltic Sea with the River Elbe and the North Sea, and the admin- istration of justice in German colonies. It adds that negotiations are proceeding with England, Spain, France, Portugal and Zanzibar regardivg the extent to which German trans-oceanic establish- ments and acquisitions will henceforth be placed under the immediate protection or supervision of the German empire. The passeges of the speech referring to the Caroline and Balkan troubles were loudiy applauded.
