THE OPENING CHARGE. ae

This was immediately apparent; for Mr. McKenzie lost no time in snapping at the Government anent the superannuation of Mr. Patrick, lately Clerk of the House of| Commons. The attack was, however, effectual|y warded off by a siinple statement of the foct that Mr. Patrick is seventy years of age, and has been in the public service no less than fifty-three years. Mr. McKenzie’s first essay this session shows that he is not only full of fight, but pretty hard up for something to fight about.

STATE DINNER.

The event of Thursday evening was the State Dinner at Government House and the subsequent reception. The first was attended by members of the Cabinet, ex- Ministers, Judges of the Supreme Court, and other dignitaries ; and the last was attended by all those who could afford, or by any iweans obtain, « low neck dress or a swallow-tail coat.

THE ADDRESS IN REPLY.

Mr. Beatty the new member for West Toronto moved *‘the address,in reply.” In doing sc, he said that the prosperity

now apparent ought to be attributed to}

abundan. harvests (which by the way the country was blessed with, even under Mr. McKeuzie’s regime,) and to the National Policy. He said it could not truthfully be denied that the present Government had benefitted the whole coun- try by its legislation ; and, referring to the trade returns, he pointed out, as a sig- nificant fact, that the increase of exports over imports during the past year was over a willion and a half of dollars. He said that the legislation which had so metamer- phosed the trade of Canada and inspired such confidence in the country, had not, as was predicted by the Opposition, placed a heavy burden upon the people ; and that it was a matter for congratulation that the taxes ha! been imposed in such a way that, while the manufacturers of Canada ob tained advantages in their own country, sufticient revenue was being collected to meet the ordinary expenditures of the Gov- ernment. He contended that the National Policy was,and is, the pelicy of the people. At every bye-electian it was endorsed. Mr. McKenzie—Not in West Toronto.

Mr. Beatty, in reply to this sally, said

that West Toronto had not certainly de- elared in favor of the Oppesition. With regard to the Canada Pacific Railway, he ssid the Government had to adopt one of three policies: (1.) to build it themselves by the expenditure of public money; (2) by calling for tenders for sections of the work; (3) by yiving the construction into the hands of a company who would-be com- pensated! in lands and money. The ques- tion was, which of the three ways should be adopted ! The first and second plans had been tried, and now the Government were about to try the third. Parliament was to be askec| to ratify a bargain which has been made. Of course it would be admitted that the country sheuld know its liability before the work was proceeded with, but the coun try coul not complain of the disposition made of the lands, as it would be of im- mense advantage to have the lands opened up and setlled.

Mr. \anasse of Yamaska, seconded the address by a short speeeh in the French language, and then Mr. Blake had his turn. His was an orthodex opposition speech. He differed with Mr. Beatty as to the lessons of the bye elections ; and touch- ed upon one or two apparent inconsisten- cies between ministerial utterances during recess and statements made in the speech from the Throne; and then adverted to the Canada Pacific Railway. He would not, of course, before the papers are laid on the table, commit himself respecting the bargain that had been made ; but he hoped that the Government had, in the bargain, provide! fur reasonable rates of freight ; for, if this were not done, the Northwest, he said, would be completely in the power

The ice will be good, and we hear there are a number of trotters in the city ‘‘ blue mou!din’ for a batin’.”

Horsz Nores.—A Montreal telegram says : ‘* There is a first class demand in this market for trotting horses or ‘‘ steppers.”’ The horse ‘* Little Fred,” whose sale by Mr. Ben Allach for $900,was reported yesterday, was purchas- ed for a citizen of Boston. Tho same buyers gave D, Gervais $300 fer a trotter, and offered him $400 for a chesnut mare, ‘‘ Lizzie Ward,” which was refused. The demand from the States for sound horses of good trotting record was never better than at present,”

Fett. Deap.—On Saturday evening at five o’clock, a horse fell dead on Great George street, of heart disease, it is said. The poor animal had been driven hard and fast during the afternoon, and was several times allowed to stand on the street uncevered, thus con- tracting a cold in limb and body. At five o'clock it feli opposite the Bank of P. E, Is- land, and shortly expired. This is a case showing the necessity in this city of a society for the prevention of cruelty to animals. Were such heartless cruelty practiced in cities where a society suchas the 8. P. C. A. is established, the driver would receive criminal punishment, which he rightfully deserves.
