The Mission to England.

Iv uppears that the mission of the Cana- dian Ministers to England has been suc- eassful beyend their expectations. Mr, Tilley’s mission was largely necessitated by the extravagance of the McKenzie Gov- ernment. It is admitted that his loan wa, the most successful ever negotiated by a Canadian statesmen. Part of Sir John and Dr. Tupper’s business in England had reference to the Pacific Railway ; and it is said that British capitalists look on the scheme, of a company building the read, favorably. The editor of the Patriot is dis- pleased at the prospect of their success, and asks - *‘ What earthly reason have we to ask the overburdened tax-payers of Great Britain to help us build our railroads ?” When Mr. McKenzie agreed to build the Pacific Railroad, on what is known as the Carnarvon terms, the Patriot had not a word to say in favor of the tax-payers of the Dominion. He might save a little of his cushing sympathy, for the British tax- payers for use at hoine. It is admitted by Mr. McKenzie that his scheme for building the road would cost the people of the Do- minion $100,000,000. If the result of the Ministers’ mission to England will prove to be that a company of English capitalists will build the road with English gold, the tax-payers of this country will have every reasen to feel grateful. The Patriot would not like it, because it is not a Grit Govern- ment that is in power. But then the Patriot is not the whole people.

The ‘Harvest.

Our farmers are now busy at their har- vest and reports from all parts of the Pro- vinee,in reference to the seasons yield are ef the most cheering character. It is said that

the wheat crop will be the largest and best ever harvested here,and oats,barley and po- tatoes are unusually abundant. If we are favored with another fortnight of fine wea- ther our farmers will have theis barns and grainaries filled wtth the most valuable and abundant grain crop ever garnered on the Island.

Lieut. Governor Robitailie.

On the eve of Dr. Robitaille’s acceptance of the office of Lieutenant Governor of Quebec, he issued an address to his con- stuei.ts of Bonaventure County, announcing his appointment, thanking them for the contidence they had extended to him unin- terruptedly for eighteen years, and return- ing to them the representation which they had for so long a time given into his keep- ing. The address is a model of. good taste. After reciting the great and beneficial changes which have passed over Canada since Confederation and the improvements which came to Bonaventure County while he represented it, Dr. Robitaille says :—

Such are the principal measures to the adop- tion of which | have had the satisfaction of contributing. I thought I. should have con- tinued ,to represent you for some time to come, When I was chosen by His Excellency the (jovernor General to occupy the highest position in my native Province, that of pee tenant Governor. I believed it to be my duty to accept it, because in doing so, it seemed to me that the honor fell as much upon the coun- ty which has been faithful to me farso many years as upon myself who am the object of this honor, It is certainly not without regret that L see the termination of the intercourse which has been so agreeable to me and that I take leave of you before entering on the charge | owe$to the confidence of the Representative of our Gracious Sovereign. Without suggest- ing to you by whom you ought to replace me in Parlament, | am convinced that you will chouse one who will have your interests at heart and will be in a position to obtain their recognition before the representatives of the people. As forme, I think Iam able to tes- tify that during all the time I have had the honor of representing you, I have sought witliout distinction of nationality or religion, to render to my constituents those asrvites tey hada right to require of me. ‘It will be one of the most agreeable recellections of my public career to think that I have been able to obtain the support of the different national- ities and religious beliefs which are to be found in the county of Bonaventure, and to unite them under the same flag. I shal always endeavor in the position that Iam going to ocenpy to labor with all my strength to cement union and peace between the inhabit- ants of Quebec, of that Province in which no raason exists to prevent the most perfect union

The St. John Sun remarks :—‘‘It is no slight gain to Quebec that she possesses In her Chief Magistrate a gentleman who en- joys the confidence of Protestant and Cath- olic, French and English alike, and who understands his position to be that of a thoroughly constitutional Governor. Dr. Robitaille represents the highest type of the French gentleman, his public and pri- vate character being alike above reproach.”

Halifax Sugar Refinery.

A meeting of those interested was held held in Halifax on Tuesday, Messrs.

Bremner, Boak and Dwyer submitted a report of the result of their mission to the Upper Provinces, From the statement laid before the meeting it appears that $235,000 of the $300,000 capital required have been subscribed. A gratifying feature of the meeting was the unanimity which pre- vailed. The best evidence of the faith which the promoters entertain in the ulti- mate success of the enterprise was given In the readiness with which some $30,000 was added to the original stock list by the per- sons who attended—only a couple of dozen at most. This leaves a balance of some $30,000 to complete the sum of $309,000 required before commencing operations.

Indian Trouble Expected.

The Ottawa Citizen says : ‘‘According to recent advices the Sioux Indians are now at

a point called Wood Mountain, in the Northwest Territories, where they have been verry badly off for food. Our own In- dians, who are not very far from the Sioux camp, are also closely pinched, and the Government have, it is understood, decided to increase the Militia force in view of the serious consequences which would ensue should the Indians, ren- dered desperate by starvation make a raid upon the surrounding _ settle- ments. Authority has been given for the formation of one er two companies ,of Mounted Riflemen, and a few companier of Infantry. The arms and accoutrements and saddles and bridles for their use are now being dispatched. This step was doubtless taken in consequence of the ex- cessive cost of the Mounted Police Force, which it was at first proposed to

strengthen.” ><> —

The Maritime Penitentiary.

The Chignecto Post publishes an excellent description of the newly erected Peniten-

tiary at Dorchester, N. B., illustrated with wood cuts. The building is of grey stone ; faces west and commands a magnificent range of marsh, bay and river scenery. The front is arranged symmetrically with two side towers and acentral one. The towers have each three towers above the basement. The main portion is of two stories, exclusive of basement and mansard. The side elevation is 250 feet long. The front elevation shows a tower 30 feet wide and 10 feet projection, with side towers 30 feet wide. It has a frontage of 126 feet and a height of 68 feet. The building is fitted up after a most approved style, and has all the necessary conveniences. There are 120 cells— each 8 ft 9 inches long, 8 ft. high and 44 ft. wide. The ventilation will be perfect. It will be lighted with gas made on the premises. The water supply is defective, and it will probably cost $10,- 000 to obtain the required supply. In the construction of the building. 20,000 tons of stone, 700,000 bricks and 4,000 bushels of lime were used. The contract price was $118,000.

Lord Dufferin’s New Appointment.

The London correspondent of the Man- chester Guardian says :—‘‘Lord Dufferin’s appointment to succeed Sir Henry Layard

has become a subject of much interest. I hear that Mr. Montagu Corry, the Pre- mier’s confidential secretary, intends to visit Constantinople and spend part of the autumn there. The relations known to ex- ist between this gentleman and Lord Beaconsfield invest b's proposed journey with unusual signiticance ; but | incline to the opinion that any sem*-officie’ service he may be engag’ d in will have strict re- ference to our embassy. It is trne, as I understand, that Colonel Baker is going to Kurdistan, and that he w:!! have charge of the Armenian frontier. Another matter which gives occasion for. comment is the appointment of Mr. St. John as Consul at Asterbad, instead of Bagdad, as was first intended. It is not strange that this occur- rence of movements should be taken to in- dicate a general plan on the part of the Go- yernment. With Lord Dufferin at Con- stantinople, Colonel Baker on the frontier of Asiatic Turkey, military consols in Asia Minor, and a military man on the Caspian to watch the northern frontier of Persia, it would be difficult to doubt that the English Government, wh‘le working with Russia to ) put pressure on Turkey, are going to make a show at least of carrying out their under- takings in regard to the Asiatic possessions of the Porte, and it is remarkable that these movements become visible at the moment when Russia has been got out of Turkish territory.”
