LETTERS TO THE EDITOR.
San Diego.
Srr,-—-Your readers may be interested in this far away land enough to read a line or two from one who, but a ghort time ago, was one of themselves. ‘Until I landed here, some four weeks ago, knew very little of this golden land of sunshine ; and although Iam now fully domiciled, I am yet unable to give a full. account of this wonderful country on the sbores of the mighty Pacitic. San Diego isa city of some ‘thousand people. Two years ago its
was very limited. Since then, however, it has advanced by leaps and
‘bounds unprecedeuted even by Western
Cities. Land speculators have come in
ie and, like the Jew, have tried to make money—honestly i they could—but to make it anyhow. In other words, they boomed the town too well ; and lands which they scquired from the Government and others for a mere pit- tance, they sold to people from the east and elsewhere for fabulous sums. A re- action has now setin and many people have left in disgust, and town lots and lands generally have fallen very much in price. Those who are disgusted with the place say it will never be much, while others—the interested ones, at least—say that in afew short months it will boom again. Iam, however, of the opinion that the city and country of San Diego has a great big future, The geography of this country shows that from the Isthmus of Panama to Puget Sound—a distance of some 3,000 miles—there are but two or three harbors. One of these, and in fact the very best one, isthe harbor of San Diego, on which is built this city. This fact alone will make San Diego a great com- mercial post. ‘Then it has its fertile lands, consisting of valley and mountain, second to few. placesin the world, suitable for growing all the hardier fruits of the north, as well as many of the tropical fruits. Oranges, lemons, olives, figs, grapes, etc., grow profusely, but as yet the greater part of these lands has not had the skilled hand of the husbandman to cause them to show off their tertility to advantage. Good grazing lands abound, and wheat and other cereals are cultivated with protit in the valleys ; but the honest farmer with limited means finds much difficulty in procuring even a few acres of land, owing to the high prices at which they are held by the “ land sharks,” as they are called.
Then the climate is everything which could be desired. It is not excessively hot, for the thermometer scarcely ever rises above 80 degrees; and as it never drops lower than freezing point, I am sure you cannot say it is ever very cold, The even- ings, even of the hottest days, are delight- fully cool, and one can, without any effort on his part, obtain the most refreshing sleep.
There is « winter season here, however, known only from the summer by its rains. It does not rain nearly so much as in the northern part of the State, and there are no rains here to compare with the down- pour of Oregon State, Washington Terri- tory or British Columbia.
Then again to the south of us is ‘‘ the peninsula,” an entirely undeveloped coun- try belonging to the Mexican Republic, known as Southern California. We are only about eight miles from the Mexican boundary, and a Land Company has under- taken to make that ‘‘barren waste r flourish like the green bay tree. They have discovered gold down there, and if we are allowed to believe all that is said, the mines promise to be very productive. Shculd this be true San Diego city wiil reap nore than its share of the profits from this industry. There are also in San Diego Co., not far from the city, gold mines which pay reasonably well, and are fairly well worked. Iron has also been discover- ed, but whether in paying quantities or not I cannot just now inform you; but I am in- clined to the opinion that the iron mines are all right.
I almost forgot to mention that right here, only a quarter of a mile or 80 across the way, is one of the most delightful spots under heaven, known{as;Coronada Beech. It is an island, or rather a peninsula, con- taining about five huadred acres of land. A company has purchased this little spot

It is a well laid off town consisting of residences, places of business factories, &c., besides this charm- ing seaside resort—the * Hotel del Coro- nada.” The hotel with its beautiful grounds covers seven acres, and cost the company one million dollars. It may not pay 4 dividend for some time, but eventually ‘* Goronada Beech” will be the winter re- ' sort of the American continent. When this place becomes fully known, it is impossible to believe that any person who can afford it will allow himself to be chilled to death in the New Englani, Northern or Middle States while this delightfull spot, unknown to the frosts of winter, stands with open arms to receive him.

Lord Coleridge and the l ublicans. Lord Chief Justice Coleridge, presiding on Tuesday at the twenty-sixth annual meeting of the Church of England Temper- ance Society, held inthe Library of Lam- beth Palace, referred to the compensation clauses in the Local Government Bill. After expressing his sympathy with the temperance movement, he said he wished to give a clear expression of his views on the subject whether the publicans should be compensated. Those views were found- ed entirely upon what he believed to be the law. It had been argued by one party that there .was, and by the other that there was not, a vested intergst in The “Tite: tage: In one sense—#nd no lawyer on either 8ide of the House of Commons would venture to question it—there was no vested interest im the trade. It had been tested agan and again, and laid duwn that the discretion of the licensing magistrates was absulute. Even if without giving any reasons and in a capricious spirit the magistrates refused to grant a license there was absolutely ne power to overrule their decision. Thene- tore, in strict law, there was no vested in- terest in the trade. But Jet them seriously consider what would be said on the other side. Publicans were a set of men whim they might think were engaged in a mis- chievous traftic, but the trade had been sanctioned by law fora yreat many years, and although the magis:rates had the db- solute power of cutting short their interest, it was perfectly well-known that they did not do so except for misconduct. It was the custom of all classes where the public- houses were respectably conducted, and there was no complaint of mrconduct on the part of the publican, to renew the licenses from year to year, and in this way a very large interest has grown up, and it would, in his judgment, be wrong to say there was no vested interest in the pro- fession or trade carried on by those to whom licenses had for many years been granted.

Whatever might be the ex- tent of the legal rights of the publicans, they had no right to ruin them because the mind of England had changed on the drink question. Canon Elliscn said the executive of the society had adopted the view his Lordship had expressed, and they were glad to have it endorsed by the highest legal opinion in England.

The Kaiserin Popular, A wonderful popular change toward the Kaiserin is apparent in Berlin. She drove into town and enquired after the condition of the sufferers from the late accident now inthe hospital, and then visited sundry institutions of an educational and benevolent nature in various parts of the town. It chanced that the Suciety tor Children’s Summer Holiday Colonies vas holding a meeting in the street in the west end where the inhabitants are packed to- gether like herrings im a barrel, and where you knock against children at every step. Here Her Majesty again met with a most demonstrative popular reception, a reception of the hearty display of affection the Empress experienced at the Central market weeks ago. Every window in the crowded houses was occupied. Bouquets of flowers were thrown into the carriage. As it moved off the horses could scarcely tread their way out of the street, and the cheering and the shouting were deafening. In the midest of this poverty is the Pestalozzi Frobcelhaus, under the patronage of the Kaiserin, who lately visited its kinder- garten school, kitchen and baths for women and girls. Her interest in the educational and sanitary wants of the poor in Berlin and Germany will always endear the Kaiserin te the people.

The Empire reports that active steps are being taken for the establishment of a blast furnace for the manufacture of pig iron in Toronto. Germany is said to be watching with en- vious eyes the acquisition of new territory and privileges by Great Britain on the coasts of the Gulf of Mexico as well as in the South Pacific. Of late years German merchants have been pushing trade with Mexico, but they are disgusted to find Eng- lish capitalists getting possession of the railways in that country. The draining of the Valley of Mexico, an enormous enter- prise necessary for the safety of the city, is being undertaken by an English com pany, and an American engineer, who vain- ly sought to obtain capital to prosecute the work, says rather bitterly that the entire country will soon be mortgaged to England. The Germans view the situation with un- disguised resentment Their influence 1s overshadowed and their hopes of dominance have flown, and in their disappointment they attribute to England schemes for the future of which British statesmen have never dreamed.
